Intermittent error in SYS.UTL_DBWS.invoke

When I execute this procedure with the same input parameter over and over, it works 90% of the time, but the rest of the time it fails with
ORA-29532: Java call terminated by uncaught Java exception: HTTP transport error: javax.xml.soap.SOAPException: java.security.PrivilegedActionException: javax.xml.soap.SOAPException: Message send failed: recv() failed, errno = 131
Connection reset by peer

Other consumers of the same web service (implemented in Java and .NET) that invoke the same operation never encounter this error.
