Is there any way that apple can block an iphone4 from being registered as a new phone after its stolen? I thought it would be possible because all phones have different serial numbers and UUID's...

My phone was recently stolen. And even if I don't get it back, I want to know that if someone else were to try and register it, that apple wouldn't let them use it.

No... Some carriers will blacklist phones (I don't believe any in the U.S. will). Make sure you let your carrier know about the theft.
