Sounds like the iPhone is locked to another wireless provider.
Have your sister contact her wireless provider to see if they
offer unlocking and if she qualifies.

If a phone is sold from one friend to another and wants to use it on a different carrier the friend can contact the carrier it was sold by to request it unlocked. I know AT&T, Verizon, and Sprint will give you the steps to unlock it as long as the original contract it was bought under has been completed. eBay/Craigslist is really not the best place to try to get "unlocked phones" from, if it turns out the phone isn't unlocked then I'm really sorry you got stuck with that one and as stevejobsfan said above I would report them immediately and see if you can recover your money. Do you see a half moon icon in the upper right corner of the screen? If so, you have Do Not Disturb enabled. Settings>Do Not Disturb. Turn it off.
Or do you have system sounds muted?
System sounds can be muted and controlled two different ways. The screen lock rotation can be controlled in the same manner as well.
Settings>General>Use Side Switch to: Mute System sounds. If this option is selected, the switch on the side of the iPad above the volume rocker will mute system sounds.
If you choose Lock Screen Rotation, then the switch locks the screen. If the screen is locked, you will see a lock icon in the upper right corner next to the battery indicator gauge.
If you have the side switch set to lock screen rotation then the system sound control is in the control center. Swipe up from the bottom of the screen to get to control center. Tap on the bell icon and system sounds will return.
If you have the side switch set to mute system sounds, then the screen lock can be accessed in the same manner as described above.

Your only chance is setting it up as new device without using the latest backup afterwards, which you already did.

I would start your troubleshooting with the article below for issues of not being able to log in to your Mac. Start with booting up in to Safe Boot as well as resetting PRAM on your Mac. If that does not work, then verify the hard drive with booting to the Recover HD and go to Disk Utility to verify it.

Yes, the Old Master file has a folder for each year where I find all photos from that specific year. I am attaching a screen shot of the file.
In the meantime i have managed to download all photos (it did not download any video files though in mpg, avi, 3gp, m4v,mp4 and mov format) to a new iphoto library. Unfortunately the photos are quite mixed and often doubled up. I ma considering to purchase iphoto library which checks all duplicates in iphoto. this will save me a lot of time. What do you think?

By calling iPod tech support while you are under warranty. You also have 14 days to return it w/no questions asked for a replacement or your $$$ back.
