Question about UTLMAIL in 10g

Question

It seems that you have to be logged in as user sys in order to make UTLMAIL work. I'd like to create a procedure that looks something like this
SQL> declare
2 vsender varchar2(30) := '[email protected]';
3 vrecipient varchar2(30) :='[email protected]';
4 vmesg varchar2(100) := 'if you got this then it worked';
5 vmtype varchar2(30) := 'text/plain; charset=us-ascii';
6 begin
7 utl_mail.send(vsender, vrecipient, null, null, null, vmesg, vmtype, null);
8 end;
9 /
This works when logged in as sysdba, but doesn't work as a regular user. I get this error msg.
ERROR at line 1:
ORA-04063: package body "SCOTT.UTL_MAIL" has errors
ORA-06508: PL/SQL: could not find program unit being called: "SCOTT.UTL_MAIL"
ORA-06512: at line 7
I logged in as sysdba and did
GRANT execute ON utl_mail to SCOTT
and it said grant successful. Do I need to make UTL_MAIL public?

To install UTL_MAIL:
sqlplus sys/<pwd>
SQL> @$ORACLE_HOME/rdbms/admin/utlmail.sql
SQL> @$ORACLE_HOME/rdbms/admin/prvtmail.plb
Looks like you ran the scripts (if you did) while logged in as the wrong user. You need to be logged in as SYS when you run the scripts.
