Retrying activities after errors using replayFault

Question

Use case:
If an error occurs on a partner link invocation, create a human task to correct the problem and then retry the PL invocation.
replayFault seems to offer this functionality (see exert from Oracle BPEL Dev Guide, below). However, when I throw a replayFault from within a scope, the scope is not re-executed, the process simply terminates.
Can anyone help me out here? The exert from the BPEL Dev Guide and some sample BPEL is below.
From Oracle BPEL Dev Guide:
'A replayFault replays the activity inside a scope. At any point inside a scope, this
fault is migrated up to the scope. Oracle BPEL Server then re-executes the scope from
the beginning.'
