Stationary menu, centered across the top

Question

Hey all,
I have a unique design I'm working on. My background, which
doesn't scroll, looks like top down view of a desktop. The actual
page is centered over the background and looks like a drawer,
complete with drawer front at the bottom of the page. So when you
scroll through the page, it looks like the content is a drawer,
being "pushed" back into a cabinet.
The cabinet is my issue. I want a bar across the top of my
site, that doesn't move at all. It will hold the menu. My content
needs to scroll under it. I have no interest in using frames for
this. Can anyone point me in the right direction?
I've been digging through CSS tutorials, and found the
abiltiy to float, but most of that looks terrible when you scroll
(chunks to catch up to it's locatio) and I can't seem to center it
at the top of the page. (it requires an X/Y location based on the
top left corner.
Any ideas?

I'm slowing learning my CSS.. and this helped a ton. I just
had to change the position to "fixed". It now works great.
