TimeZone_Error

hi,
I am new to oracle adf, when i run the application first time it will give me following error,
(oracle.jbo.JboException) JBO-29000: Unexpected exception caught: java.sql.SQLDataException, msg=ORA-01882: timezone region not found
i have set java option--Duser.timezone="+05:30" this work fine only for the that application,
when i run another application again i have to set java option--Duser.timezone="+05:30"
i want solution for this ,so that it does not require me to set property each time create new application
Jdevloper version is-11.1.1.3.0
