Ok, I must have misunderstood.  I was thinking that you had modified the UJT_TRANS_FIL table to include a file for transport which was not included in the standard delivery.  If the file in question falls under a folder which is listed in the UJT_TRANS_FIL table, it will in fact be transported to the target system, only if the * is at the end of the file path in the UJT_TRANS_FIL table.  If your file is not under one of these file paths, it will NOT be transported. You can however add an entry to the UJT_TRANS_FIL table to include your specific folder, and in which case, you need to transport that table entry separated.  If the file in question is not transported, and there is a corresponding entry in the UJT_TRANS_FIL table, then I don't know what the problem may be, and you should open an OSS ticket for this issue.
Cheers,
