We have a complete CC business membership and currently have the programs installed on 2 computers but need to add them onto a 3rd. Can we add a licence to our membership or do we need to purchase an additional membership?

If you have Creative Cloud for teams, and you bought the licenses through Adobe direct (via Adobe.com), you can add licenses yourself, and they will be invoiced automatically as you get invoiced for the other two licenses.
Log into adobe.com with your team admin Adobe ID and password.
Once logged in you should be able to access a Manage Team option from the menu.
In the top-right corner there should be an Add Licenses button, that lets you purchase any number of additional licenses.
If you've not purchased through Adobe direct, but through a reseller, you'd need to contact your reseller to add the additional license.

Have you gone through the typical drills of
1. Latest version of QuickTime installed on your computer with Premiere Elements?
2. Running program from User Account with Administrative Privileges as well as from Run As Administrator applied to the desktop icon
with right click of the icon, followed by selecting Run As Administrator?
3. Does problem exist with and without the antivirus and firewall(s) disabled?
4. Even though the Premiere Elements 12 Editor will not open, can you open the Elements Organizer 12?
If Yes to all of the above, please review the following for a possible solution...

I'm allowed to have my program installed on 2 computers but one of my computers is out of commission and I can't install on my new second computer.

I would really like to call about this but can't find a phone number. I've been trying to find work-arounds for over 2 hours now and I'm getting no where!

I did finally get to contact Adobe through a chat and they did an "activation count reset." It was very difficult to find the chat option online. When I wrote this post it seemed that posting and searching questions was the only assistance they were going to offer. Even the phone number I had dug up was a dead end after 3 minutes of pushing buttons migrating to different menus.

Check the music tab on the iPhones iTunes page, and make sure "sync all music" is checked. If you chose only to sync certain music, new music will not automatically show up.

Thank you Klaus1.The large font, I copied and pasted from my mail box.I'm visually impaired...not to a huge degree but it helps to use the large font.I believe you are right about the copyright on the imac stuff but if facebook decide otherwise, you have to reply electronically to their challenge.If you can't provide a reference directly from the copyright owner then they remove the video.I believe this is a programmed response and no human is involved which now makes it impossible for me to get my video uploading restored.They detect added soundtrack automatically and then challenge.There are many others in the same boat and facebook will not communicate.They have various discussion sites on which I have left messages including Mark Zuckerbergs own facebook but I don't think anyone from facebook ever reads them.I intend to start a second facebook which I can use purely to get my videos uploaded as a lot of my friends enjoy them BUT don't want fall foul of their programming again.If only iMac would put something on the net to this effect.I think it is so unfair that with modern technology it is impossible to contact these large conglomerates personally and receive an email response.I tried emailing [email protected] but I got a failure notice.If you have any ideas on how to get verification from apple direct, I would be very grateful.Thank You.

Who is the carrier the iPhone is carrier locked with?
If the carrier has a blacklist for lost/stolen cell phones, it would be the carrier you need to contact.

First thing to try is to reset your device. Press and hold the Home and Sleep buttons simultaneously until the Apple logo appears. Let go of the buttons and let the device restart. See if that fixes your problem.
Personal Hotspot should be at Settings > Cellular Data > Personal Hotspot
