What is Static code of Block

Question

Why we put some code in Static block like this, What is the benifit fot the same.

     try{
       instance = new JDBCConnection();
       con = instance.getConnection();
        stmt2 = con.prepareStatement(str2);
        l_callableStatement = con.prepareCall("CALL PK_FILEU.Contract(?,?,?)");
          lastAccess = System.currentTimeMillis();

Static block is getting executed when your class is loaded into memory.
In your case, I assume that the cinnection, stmts are declared as static elements and the author of the code wants to have the connection and statement objects available to objects(as soon as the objects are created). So each object doesn't have to create a new connection/statement object and can share the same connection/statement object(as the connection/ statement variables are declared as static) among them.
But it is bad practice of getting and maintaining the connection. The recommanded way is, get the connection/statement when you need it and close them once you are done with your operation.
In your case, the connection, and prepare statements will be available as soon as the class is loaded into memory. All objects can just pass the variables and execute the prepared statement.
