Open the iTunes Store, click your AppleID in the top right corner, enter your password, and then edit your payment information.
If you are using an iPhone/iPad, open the iTunes app, select Music, and scroll to the bottom to find your AppleID. Log in and edit your info there.
...and don't file questions about your iTunes account under "iChat" in the future

    If it won't allow you to remove it from iTunes store then it's possible you have a balance due that hasn't fully gone through yet that requires a payment method on it.

    It wouldn't be memory as in "RAM memory" that won't allow your Mac to launch but rather much too little hard drive/SSD space remaining.
    The best thing that you could do would be to purchase a larger drive for your Mac and an enclosure for that drive. Create a bootable installation USB flash drive and boot from it and install whatever version of OS X you've created on the flash drive (unless your machine is older and shipped with the 2 gray discs that all Macs used to ship with - you can just boot from Disk 1, if you have it, and create a bootable drive on the larger drive in the enclosure).
    After you've a drive you can boot from, use something such as Carbon Copy Cloner to 'clone' the old disk to the new, larger disk. Then you can replace the new disk - with more room to breathe - with the drive in your Mac. You can erase the old drive, now in the enclosure, and use it for offline storage if you like.
    I'm assuming that you have no backup schemes in plays? Take a look at -> Most commonly used backup methods and begin making backups. You don't want to lose all of your data.
