How do I know if my app has actually been submitted?

A team member helped design our app, and says that it was submitted through her personal developer account. It's been over 6 weeks since submission and we've seen zero communication. Can someone please explain the approval process to me so that I know how this should unfold? All of my business info was submitted, and agreements were signed with Apple. Ultimately, I just want a live app. Thank you!

Anything in a developer's personal account is separate from your company account. According to the current status page, 95% of apps are getting reviewed within 5 business days. I have never heard of Apple ever providing an estimate - even on the few occasions when it actually did take 5 weeks. Usually people complain about being in limbo with no communication. This sounds fishy.

I have never backed up my iphone to my itunes because I always used the cloud. However, a few months ago, my wifi disk in my phone burned out so the Apple Store told me to back up everything to my itunes. I am going today to get the iphone 6 so I connected my phone (iphone 4S) to my itunes and I backed up and synced. However, when I look throughout the summary page and click in different areas (Photos, Movies), I don't see any of my data -- it is still asking me to Sync from iPhoto or to sync from another location. By backing up & syncing my phone, did all of my data get saved? Or do I still need to do more steps?
Sorry for the long winded question, I am just so nervous to get a new phone and plug it in to be restored and not have any of my pictures, videos or contacts, etc. Any help would be so so appreciated!

I think I am following -- I was able to upload to my iPhoto and all photos and videos are there that is a plus! I tried to create an Event in my iPhoto and put all of my photos in that event but for some reason, now my iTunes it not recognizing that Event in my iPhoto. It is not allowing me to import just that event at the moment but I may be doing something wrong. At least all of my pics and vids are in iPhoto so that is a plus and I know they are at least saved somewhere. Just for some reason, my iTunes it not locating the event that I created with only those photos.

Also, I had no clue that my iCloud could be backed up via cellular data! However, is this a new feature with the most updated iOS?? Unforutnatly I am like 2 iOS updates behind because I don't have enough storage on my phone. For days, FF is supposedly updating my plugins and all I see is motion in the indicator, so how do I know if/when it has actually completed this task?

Possible activation error causes:
1. Your antivirus is blocking access to gs.apple.com.
2. Your phone is jailbroken.
3. Your computer has been used at some time in the past to jaibreak some iOS device (not necessarily the phone with the problem), and its network database was corrupted by the hacking software that was used.
4. Apple's activation servers are down (very rare, and never for more than an hour or so).
For 1. try disabling your antivirus.
For 2. & 3. you need to go somewhere other than an apple forum for help. Although you can try deleting lines containing gs.apple.com from your "hosts" file on your computer.
Note that if the iPhone was jailbroken to unlock it prior to "legal" unlocking the unlock will fail. There is no solution in this situation.

You mention "lack of control" several times. The control is there - you control the Apple ID and password that owns the app. No other Apple ID can use the app. You have not shared your Apple ID or password with anyone, so you and only you own the app.
Therefore, the number of times the app is downloaded or re-downloaded is completely irrelevant. You might, for example, decide to purchase a new iPhone or iPad and download the app there. Or the app developer may issue a new version which you download. None of this matters regarding your "control" of the app. All that matters is that you own it and nobody else can use it.

Since you are having an issue with syncing to a different apple id. You may want to make sure you are signing in with the correct apple id.

I don't think common operating systems have an easy way to do that check.
If you have a limited number of files, implement access control yourself, instead of using operating system permissions. E.g. write a configuration file that contains:
# Syntax: "filename": "list of users who can access that file"
somefile.txt: fred, alice, bob
somedir/anotherfile.txt: bob, joe
Read in the configuration file and check against it when a file is being requested.

When you buy an app the app is permanently allocated to the AppleID account you bought it through. You can then download that app on up to five devices, as many times as you want, without buying it again. So deleting an App is not a big problem, you just log into your account in iTunes again, find the app, and instead of showing you a 'BUY' button it shows you a 'DOWNLOAD' or 'INSTALL' button.
If you change the AppleID account you use in your iPad then Apple will think you sold the iPad to someone else, and all the apps with that name will stop working anyway.
But you can change the name and email address for an AppleID account, without moving to a new AppleID account, by following these instructions:
