I'm having trouble resetting my security questions because I no longer have access to the recovery email account that the link gets sent to and I can't make any purchases in the app or iTunes Store until this is fixed because I'm on a new iPad and it won't let me make any purchases until I've done so

How did you contact support ? If you've forgotten your answers and don't have access to the rescue email address that you put on your account then you should be able to get the questions reset by contacting Support in your country via this page : http://support.apple.com/en-us/HT5699#C - is that what you used ?

Please be aware that you are not communicating with Apple when you post in these forums. These are user-to-user support forums, so in almost all cases the only people who will reply to your posts are, like me, your fellow users.
As to whether you can work with Apple via email on this issue I can't say for sure, but you can contact them via this web page:
http://www.apple.com/support/appleid/contact/
and see if they can help. It's mostly going to be an issue of you being able to prove to them that you are the account owner.

in settings and then general i do not have the option of software update...? How do I know if I am on IOS6 I also seem to be having trouble trying to use icloud i think this is because my apple id is not in the form of an email address...? can anyone help

That is only present if you have already updated to iOS 5 or later. If you're on iOS 4 you can only update while connected to your computer's iTunes.

I can't remember my Answers for the security questions and i can't reset my Security questions because i don't have a rescue mail what can i do?
and i tried calling the security support team and they told me they will send me an instructions how to do it and still got nothing till now.

3. Then choose iTunes Store;
4. Then choose Account Management;

Another user had success doing the following:
I got some help from an apple assistant on the phone. It is kind of round about way to get in.
Here is what he said to do and it is working for me...
a. on the device that is asking you for the security questions go to "settings", > "store" >
tap the Apple ID and choose view"Apple ID" and sign in.
b. Tap on payment information and add a credit/debit card of your preference then select
"done", in the upper right corner
c. sign out and back into iTunes on the device by going to "settings"> "store" > tap the
Apple ID and choose "sign-out" > Tap "sign -in" > "use existing Apple ID" and you
should be asked to verify your security code for the credit /debit card and NOT the
security questions.
d. At this time you can remove the card by going back in to edit the payment info and
selecting "none" as the card type then saving the changes by selecting "done". You
should now be able to use your iTunes store credit without answering the security
questions.
It's working for me ...I just have to put in my 3 digit security pin from the credit card I am using.

After your password, security questions and answers are reset, I'd recommend providing a new rescue email address:
You can edit or delete your rescue email address at My Apple ID. To edit your rescue email address:

Click "Manage your account"
When prompted, sign in using your Apple ID and password.
Click Password & Security
You'll be asked to answer 2 of your 3 security questions before you can make any modifications. If you are unable to remember your answers, you can choose to send an email to your rescue email to reset your security questions.

Start here (change country if necessary) and navigate to 'Password and Security', reset your security questions using the link provided, you will receive an email to your rescue address, use the link in the email and reset your security questions.
If that doesn't help, you don't receive a reset email or you don't have a rescue address, you should contact AppleCare who will initially try to assist you with a reset email or if unsuccessful will pass you to the security team to reset your security questions for you.
If you are in a region that doesn't have international telephone support try contacting Apple through iTunes Store Support. -

I no longer have access to the email address used as my Apple ID and when I choose to answer security questions, my DOB had to have been originally entered incorrectly because it keeps failing. How do I get rid of my old Apple ID and create a new one?
Contact Apple, either through the link in that article or by phoning them. Alternatively, just create a new Apple ID; previous iTunes Store purchases won't be transferred to it.
