After Applying 11.1 PSU4/5 the Cognos Enterprise Planner Job fails

Question

We have recently applied Oracle 11.1 PSU5 to our Dev environment. The Application is IBM Cognos Enterprise Planner 8.4 version. The import_queue_tidy job fails with NO ROWS returned. If we use the new DLL to retry within 5 seconds, the job succeeds.
Error Number: -2147220665

Description: Unable to get Job Item
The Job management step failed. An attempt has been made to mark the 'IMPORT_QUEUE_TIDY' Job as CANCELLED. Please rectify the problem and re-create a similar Job.
No rows returned by statement
SELECT jobitemguid, identifier, jobitemstateid, sequence FROM indemplwf.P_JOBITEM WHERE jobguid = '{6C44B8D4-AD8F-45E6-9405-EA25E7C2C37F}' ORDER BY sequence
when executed on connection created with connection string of
Provider=OraOLEDB.Oracle;Data Source=****;User ID=******;Password=*********;

After we retry the job succeeds. This error is happening only after we applied the patches. Has any one seen this happening?
The wierd thing is we cannot reproduce this error, it happens randomly. The error didn't happen until 5th run. We had same exact issue when we applied PSU4 and due to schedule conflict we had to rollback. Not sure how to track this issue down. Any help is appreciated.

Yes I did. Just thought to check with the community if they have seen such issues and any idea as to how to troubleshoot this.
