AGRC AC10 Workflow Config Error

Question

Hi Gurus,
While performing Automatic workflow  customizing in GRC AC 10 as part of post-install, I am getting the error no active plan version is available. No Org structure or plan versions are available in the system.
Do we need to create one ? I could not find any info from installation or config documents on this?
Let me know if any once has come across this..

I added the following right before the end tag, based on a different project:

It then was able to deploy
