ALL Values OR Passing Value.

Question

I have a sql. If I am passing the col_b. I want to get the values of col_b. ( This is most clear SQL)
SELECT * FROM tabele_a where col_a
in (select distinct col_a from table_b where col_b =2)
ORDER BY col_a ;
If col_b is null then, I want to get all values of
select col_a from table_b
