Does Apple take balance from your iTunes balance before debiting your associated credit card?
If you have a balance of $7.00 on iTunes and wish to purchase something for $20.00 does Apple deduct $7.00 from your iTunes acct then $23.00 from your credit card ?

If the purchase amount exceeds the balance of the redeemed iTunes card, the difference is charged to your credit card.

The credit that is on your account can be used to buy items from the app store, iTunes store, ibookstore and (if you have a Mac) the Mac App Store. As long as you are buying the music for yourself (you can't use an account's balance to gift content) then your account's balance should be used before your credit card is charged - just click on the price to buy it and it's price should be deducted from your balance.

It's a straightforward port-forwarding issue.
You need to forward ports to the internal ip address of your apple tv as follows:
TCP 123
TCP 3689
UDP 5353
TCP 80
TCP 4343
TCP 53
This may also solve other problems you may have with homesharing...

Family sharing using iTunes cards

both my wife and I use iTunes cards for the purchase of apps and music in the App Store. We now want to enable family sharing on our devies and are being forced to provide credit card or bank details in our accounts to use it.
apple need to allow the use of family sharing without credit cards etc.

However, as the family organizer with a gift card balance, my daughter made a purchase and it was processed against my credit card, instead of my gift card balance. I think it's a glitch with family share. I see that I am not the only one with this problem.
This is how FamilySharing with Gift Cards is supposed to work.
Using gift cards in Family Sharing will charge against a gift card ONLY for purchases against that specific account.
You redeemed the gift card you you account so only purchases YOU make will go against that gift card.
If your daughter redeems a gift card, any purchases she makes will go against that gift card.

If you tap on your account id in Settings > iTunes & App Stores you should be able to view your account info (after you've typed in your password) and you should get a payment details option. Or you can do it via the Store > View My Apple ID drop-down menu option on your computer's iTunes

What are you trying to use as your payment method, credit card, debit card ... ? Debit cards don't appear to still be accepted in all countries, and even where they are it seems (based on what some people have posted) that not all work.
For a card to have a chance of being accepted it needs to be registered to exactly the same name and address (including format and spacing etc) that you have on your iTunes account, and have been issued by a bank in the country where you and your iTunes account are. If it is then you could check with the card issuer to see if it's them that are declining it, and if not then try contacting iTunes Support (these are user-to-user forums) and see if they know why it's being declined (but you might not be able to use a debit card) : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Account Management

Most of the people on these forums, including myself, are fellow users - you're not talking to iTunes Support here. I've asked the hosts to change the title of your post as it appears to include the card number.
You've tried logging out and back into your account to see if the amount from it has been added to your account ? If it isn't then was the card complete when you bought it i.e. the part that you scratch off to uncover the code was still on the card ? You should be able to - iTunes gift cards can be used to buy from the iTunes store, app store (including in-app purchases), iBookstore and Mac app store. To do in-app purchases you need to be using the same account that downloaded the app from the store, all content from the store is tied to the account that downloaded it.
