Billing information required however have no credit card?
I've been a little sneaky, I bought a game card, like a gift card credit card and I linked it with my Apple ID, this card had £30 on it, and if the £30 has been spent then it's probably the case, but I recently made a purchase which had an error so I'm guessing the money ran out.
Now every time I try and download an app it says "billing information required" and I do not have a credit card, I have a paypal but I've no idea how to bypass this now and I cannot progress to download anything at all without entering my credit card details, which I don't have :s
You need to go buy another gift card and enter the info.

It sounds like you want to use your Apple ID without a credit card.
You can set your credit card to None in the billing information section of iTunes. This article will help you do that.

Open iTunes.
Choose Store > Sign In.
Enter your Apple ID and password and click Sign In.
Choose Store > View Account.
Enter your account password and click View Account.

Note: You can find the payment methods that the iTunes Store accepts in the Payment Type section. If you don't want a payment method on your account, select None in the Payment Type section.
Click the Done button after you've updated all of your information.

p.s. sorry for bad englishIf you are not in the US with a US billing address and payment method then you can't buy items from the US store - you need to be in a country to use its store.
Does your credit card work with your own country's store ? For it have a chance of being accepted the credit card then needs to be registered to exactly the same name and address (including format and spacing etc) that you have on your iTunes account, and to have been issued by a bank in the country where you and your iTunes account are.
What's the actual error message that you are getting ? -
I keep getting a warning in red letters on my itunes account every time i try to update my personal billing info such as address or credit card info. I am currently attempting to update my address to match my credit card info and I keep getting this warning alert and cannot update my account.

You can also call AppleCare (1-800-MYAPPLE) to assist if Express Lane is either down or you do not get a response in 24-48 hours. Make sure you inform them if you tried to use Express Lane and got no response or if it is down. They have direct chat access if the need arises. -

Select None in the Payment Information window.
Then purchase iTunes gift cards which you can redeem from the iTunes Store to make purchases. Be aware, that the None option is not available in all counties.

If you are just visiting Singapore, then leave the account as it is. If you have moved there, then view your account using the iTunes app on a Mac or PC and change the country/region to your current location and address. If you do not have a bank card, you can fund your account using iTunes gift cards if available in Singapore.

You cannot use that ID without a credit card. You did not create your account correctly. There is very specific way in which you must create your account if you do not want to use a credit card. If you don't have a credit card, you will have to start all over again.
1. You will have to sign out of that ID before you can create a new one. Settings>iTunes & App Store>Apple ID>Sign out.
2. You cannot use the email address that you used for the first ID that you created. You will need to use another email address now
3. You have to download a free app in order to start the new Apple ID process.

The US prices do not have local sales tax included. The sales tax is added to the transaction in the final step of the purchase. You will need to redeem another gift card sufficient to cover the amount the local sales tax would be for this purchase or supply another payment method, such as the requested bank card.
