Can someone provide insights particularly on how to determine what reports should be created in BI.

Hi,
SAP BI is an Enterprise Reporting Tool,  An Enterprise can design or model their reporting requirements for Business Solutions with SAP BI. Go through the Business Content , where we can find different Business Scenarios which can satisfies the Reporting needs in the real time Business.
For example , In Advertising Management (M/AM) business area, we can go through this page and understand the various reports and analyse the business performance and take the decisions.

and If you want design the custom desined reports based on the business requirement,
Then,First, We need to understand the requirements clearly, ie., What kind of reports they need, how will the information should be present. Frequency of the reports should be present .Data format(aggrgated/granular etc..) etc..
So, First talk to the functional Consultant and understand the requirements.
Then prepare the prototype of all the reports (with layout and characterstics/Keyfigures etc..)
Discuss witht the User functional person, If any changes or enhancements required to this prototype, By this time, You will get the deeper understnading of the requirements. so you can design the better required data flow.
So, Its a step by step process, Just you think as end user and ask as many questions as you can.. and prepare a prototype and consult you functional/super user fo further requirements.
Once this design/dataflow is ok, you can take signoff from them, and start the actual construction of the data flow at backend and front end (reports).
