Can I set up an iCloud account without owning a Mac, iPod touch, iPhone, or iPad?

I would like to know if I can set up an iCloud account without owning a Mac, iPod touch, iPhone, or iPad.  I own a laptop that runs Windows 7 and I would like to be able to access my past purchases for all the computers in my family.

There is no way to setup iCloud on a PC, it must be setup first on a compatible Mac, iPhone, iPad or iPod touch.

    Settings>icloud, scroll to bottom of screen and tap Delete Account.  You *should* then be able to enter another ID/password.  Is this exactly where you had your problem?

    If you mean you actually need to enable the "find my iPhone" setting under your iCloud Account's settings on your iPhone, then no, of course not.  You needed to have enabled that setting before it went missing in order to be able to remotely connect/communicate with it in the first place.
    In order to remotely track an iOS device, that device needs to have an active iCloud account already on it, and the "find" setting already turned on - all before it is no longer in your hands.

    To create an iCloud account it must be set up with an Apple ID on a device with iOS5 or a Mac with OS X Lion.
    Each iOS device can create three iCloud accounts.

    Welcome to the Apple community.
    You can add more than one account to your iPad, but you can only have one primary account. Secondary accounts which you can add at settings> mail, contacts, calendars do not have all the features of a primary account such as photo stream.

    You can't.
    Return the phone to whoever you bought it from and get a refund. Without the previous owners password you will not be able to enter your own iCloud acount, and when you update the phone, you won't be able to re-activate it as it will be locked to the previous owners account.
    You should've checked the phone was not locked to someone else's iCloud account BEFORE buying it.

    iCloud requires OS X 10.7.2 or later, and the latest Mac OS X version a PowerPC Mac can run is 10.5.8, so you can't use all iCloud features. However, if you have already an iCloud account, you can use some of iCloud services like mail in your computer > http://www.wilmut.webspace.virginmedia.com/notes/icloudSL.html (This article applies to Snow Leopard, so it might not work correctly in your computer)

    Interesting - I was sure I'd seen a note somewhere that it was only Mail, but this article:

    does say
    Your secondary iCloud accounts can be set up and viewed in Settings > Mail, Contacts, Calendars on your iOS device, or Apple () menu > System Preferences > Mail, Contacts, Calendars on OS X Lion. You may choose to do this if you have a second iCloud account and need to access its Mail, Contacts, or Calendar data. 
    Note: While you can configure multiple iCloud Mail accounts in iOS, Push mail will only work for the primary iCloud account in iOS. Secondary account(s) will check for mail based on the settings in Settings > Mail, Contacts, Calendars > Fetch New Data.
    It's not something I can test - I suppose the second account's data gets added to the lists in iCal and Address Book?

This caused me to create a new account, and it can be used for the App Store and iTunes and all that, but I can't change the initial iCloud account (the one my mum made). My device keeps prompting me for the password every few minutes after updating to iOS 8, and I've tried every option possible to retrieve the password, but I don't even know the answers to the security questions and I can't find the password reset email anywhere and I don't know the back up emails my mum used. I literally cannot find any legitimate way to sign out of the initial iCloud account without entering a password (which neither I nor my parents know). Is there a way for me to retreive the password or change to my new account without the password?

    You can set up separate iCloud accounts for each of you and sign into your account on both your iPhone and iPad.
    To change the account on her phone, go to Settings>iCloud and tap Delete Account, choose Keep on My iPhone when prompted.  (This only deletes the account from her phone; not from iCloud.)  Then sign in with a different ID to create her new account (and use this ID for iMessage and FaceTime too).  After setting up the account on her phone, she can then sign in with the same ID on her iPad to sync iCloud data between her devices.
    You can then sign into you iCloud account using your ID on your devices, and both of you can continue to share the same ID in Settings>iTunes & App Stores.

    Unfortunately, no.  It can only be enabled on the device itself, not remotely.
