Can i sync my i tunes to a new computer/i tunes library?

Hi all.
I really need help!!
I have an i phone 3GS. Ive spent quite a bit of money on my i tunes music! Now, my phone is synced to a PC i dont have acces to anymore, i have a new laptop but do not know if syncing my phone to the new i tunes libary will wipe all my music plus contacts and apps! My computer knowledge is very basic so would really appreciate some help!!

Yes, it will wipe it. You can restore the backup you made of your old computer to the new one, which will allow you to re-sync your "stuff" back to the phone.
If you did not make a backup of the data on your old computer before disposing of it, it gets a bit more complicated.
You can extract items purchased on the phone to iTunes By going to File>Transfer Purchases in iTunes with the phone connected.
If you make sure you have at least one entry in the contact application you intend to sync with on the new computer BEFORE you set up the new sync relationship, you will be given the option to merge the phone and computer address books. If the computer address book is blank, or you choose not to merge, the address book on the phone will be replaced with the (empty) address book from the computer.
If you have music on your phone which was not purchased from the iTunes store, and thus, will not transfer via File>Transfer Purchases, you will have to resort to 3rd party software to extract it from the phone, then import it to iTunes. This software is generally NOT free.
The iPhone is NOT a backup device. You are responsible for backing up the data on your computer.

    I just upgraded from an old Pentium computer to a new Dell XPS 18 running Windows 8.1.  Downloaded latest version of iTunes to the new computer, then successfully transferred library content from the old computer to the new one via the external hard drive method.  All material -- iTunes purchases, music ripped from CDs, a movie, even MP3 files purchased long ago from another source -- transferred successfully; everything plays on the new computer just fine.
    My problem is that the "old" playlists didn't transfer over.  After connecting my iPod Touch to the new computer, I verified that the iPod has the latest version of iOS, and its content (including the old/original playlists) displays in the window on the left-hand side of the iTunes screen.  The really frustrating thing is that I can find no way to transfer the old playlists to my new iTunes library.  I've tried dragging and dropping, selecting and pasting, and exploration of all the options menus, but no luck.  Creating a new playlist in the new library and then clicking on the "Add To" button opens up a window into which to drop dragged songs/folders from the new library listing, but simultaneously closes the left-hand display window with all of my iPod's current playlists depicted.
    I appear successfully to have backed up my iPod to the new computer, but all the sync menu options are grayed out.  When I tried clicking on the Sync button, I got a warning that syncing to the new library would erase everything from the old library -- presumably obliterating my playlists with it.  I have about a dozen different playlists, some of them with several hundred songs, drawn from a library of a few thousand individual items.  Is there some means of importing/transferring the old playlists to the new computer/library, so that I don't manually have to drag and drop hundreds and hundreds of songs into a new set of playlists?  Am I overlooking something really obvious or simple?  Can I safely turn on Home Sharing and then import or paste the old playlists into the new computer's library.  I don't think I'm too much of a Luddite, but given the size of my library I'm very leery of turning on Home Sharing (to the old Pentium computer) after I've successfully transferred over many GBs of content from the old machine to the new.

    My Laptop's hard drive died: that's bad enough, but my data was backed up onto my iPod Touch, including some very rare tunes that I can't ever get again. I then installed iTunes onto my wife's desktop, but now I'm told that if I want to sync the iPod, I have to delete everything that's on it as the iPod is already synced to another computer - which now doesn't exist.

    I understand that Apple are worried about data being copied from one computer to another, but surely there must be a way to register a new computer as one to which I should sync?.

My question is what I need to copy over to make sure that my apps can sync again without deleting my apps on my iPad currently.     Itunes remembers what u have downloaded (free and paid apps) so if u have to 'authorize' the computer again as a new computer, (u r allowed 5) itunes will just reinstall apps and app info eg saved games scores etc will be still there after restore or update.

    Was your iPod previously set up to Manually Manage (where you dragged/dropped the music) or was it set to auto sync (where it started sycning as soon as you plugged it in.)?
    If it was set to Manual, you have no worries. Just continue on your way.
    If it was set to Auto, you will have to transfer your purchases or redownload them from the iTunes store.
    You're either going to have to get the other music back from the websites/CDs you got them from before or find an iPod ripping software program that will do it for you.

    - For other music you will need a third-party program like one of those discussed here:

    - For synced photos you will need a third-party program like phoneView or TouchCopy.
    - When everything is on the computer connect the iPod to the computer and make a backup by right clicking on the iPOd under Devices in iTunes and select Back Up
    - Restore the iPod from that backup.

    Hello again and sorry to bother you. I was hoping you could help me with iTunes 10.5. This update has been a pain. When I first installed it, my entire library was gone. Luckily, I saved the "iTunes Library" file before updating and copied it in place and my library appeared. But now the problem I'm having is that the iTunes can't find any of the "original" files, even though my iTunes Media file location has not changed (it's on an external network drive". When I click on the "Do you want to find the original file" I can find it in the appropriate folder. I checked the "Preferences" and under "Advanced" I re-mapped it to the appropriate location and already had the 2 boxes for iTunes organizing files checked. Then went to "File" and "Organize Library" and clicked the first check box and then got the "Copying Files" bar. When this was completed, I thought it would be able to find the original files. But I'm still getting the same error message about not being able to find the "original" files. Do you have any suggestions? Thanks again for your help.

    1) ensure iTunes is authorized for your iTunes store account(s)
    2) connect your device and right-click or control-click it in the iTunes Source list, then choose transfer purchases from the shortcut menu that appears.
    3) sync the device
    iTunes will wipe the iPad but, since you transferred your purchases in the previous step, your content will be in your library and you can re-populate the iPad with it.

    The music sync is one way - computer to iphone.  The only exception is itunes purchases.  File>Transfer Purchases
    It has always been very basic to always maintain a backup copy of your computer for just such an occasion.  Use your backup copy to move everything to your new computer.

    You don't.
    If you do not have your contacts, then you cannot sync your contacts.
    You should ALWAYS maintain a backup copy of your computer.

    If you restored as new, without using a backup, and still only get an option to restore, there is a hardware problem or the phone was previously hacked (jailbroken, downgraded iOS, unauthorized unlock).  Your only option is to take it to Apple or whoever provides iPhone service in your country.
