Can't create the .h file

Hello all,
I am new to JNI and my first program is not running.
My steps are as follows:
1. First, I created two Java files as shown below.
HelloWorld.java
class HelloWorld
public native void displayMessage();
static
System.loadLibrary("HelloWorldImp");
Main.java
class Main
public static void main(String[] args)
HelloWorld hello = new HelloWorld();
hello.displayMessage();
2. Then I Compile the Java files.
javac HelloWorld.java
javac Main.java
3. Then run the the HelloWorld using command :
javah -jni HelloWorld
Then i got the error:
Error: class HelloWorld Could not be found.
I am using jdk1.3 and my path is c:\jdk1.3\bin.
Pls help.

Hi,
I do have cgywin installed so I did the following:
gcc -I/cygdrive/c/j2sdk1.4.2_03/include -I/cygdrive/c/j2sdk1.4.2_03/include/win32 -LD HelloWorldImp.c -o hello.dll
by changing -Fe to -o and cl to gcc. I got many compilation errors on the jni.h file itself such as the following:
/cygdrive/c/j2sdk1.4.2_03/include/jni.h:554: error: `jlong' declared as function returning a function
/cygdrive/c/j2sdk1.4.2_03/include/jni.h:554: warning: data definition has no type or storage class
It shouldn't be the case the jni.h is the library file.
