Can't stop duplicating records

THE SETUP

This report displays error records in my DBA_PSPR table.

On this page I have 1 process running. It creates the new record in my table along with uploading a file.<br>

PAGE 3:Edit/Update<br>
On this page I have 2 processes running. The first is an Automatic Row Processing (DML) type configured for Update and Delete operations.<br> It allows me to edit/update the record created through the process on page 2.The second process is a PL/SQL similar to the PAGE 2 process<br> that allows me to edit/update the file uploaded on page 2.

THE PROBLEM
I create a new 'error record' on page two. I submit it and view it in the report on page one. I click 'edit record' on page one to edit it on page three. I edit the record on page three and attach a different file to it. Then I submit it and view it on page one again. The record I have just edited is correct with all updates made to it visable and a working file attachment. The problem is that the original record I chose to edit is also there with all the changes made to it except the new file attachment. I don't want the original record displayed, just the new one. This is a result from the second process on page three (When process two is conditioned to never, the record is edited/updated and returned by itself, exactly how I want it but without the new file attachment).<br><br>
MY QUESTION<br><br>
How can I present all 'error records' without displaying duplicates. Is there a way to transform the following idea to SQL? <br>In my report, when two Error Records # 64 come up, compare each error record's ID and display the one with the larger value. . . . or

or some kind of function?<br><br>

After creating the record on page two, this is displayed on the report on page one.<br>

THE IDNu COLUMN IS HIDDEN THOUGH and report is sorted by Error_Number<br><br>
I would like to see (with IDNu hidden)<br>

because it is the most recent/accurate record for that error number.<br><br>
