Can the CBO optimizer be slow ?

Hi,
i have a strange problem with a query. The first time i execute the query it takes 3 or 4 seconds to be executed. The query has a correct plan (i use the FIRST_ROWS hint) and the second time i execute it then the response is quite immediate.
I have tried to use the RULE hint and the plan is the same as with the FIRST_ROWS hint, but the query is very fast the first time too. I've noted that the time the tkproof utility takes to obtain the query plan (with the FIRST_ROWS hint) is similar to the difference between the first and the second execution.
My question is : can the CBO be so slow ?

Neither one of those queries is using the CBO. /* RULE */ and /* FIRST ROWS */ are hints and use th Rules based optimizer.This is what the oracle documentation says :

response time (minimum resource use to return the first row of the result set).

first_rows (at least with 8.1.6 or later) uses the CBO and can be very slow. I have solved the problem reanalyzing (using the dbms_utility package) all the object in my schema.

At least one table contains statsitics in a two or more table join select statement, oracle uses CBO and calculates statistics using their no. of blocks and other stuff, some internal calculations.
    Also, becarefull, old statistics can lead optimizer to choose very pool plan that impact query performance.
    2) If we are using CBO, then what will be the order of execution in the where clause, Is it from top to bottom, or reverse?If its a single table with where clause, then, oracle choose either full table scan, or index range scan depends upon the column mentioned in the where clause and availabl indexes.
    If query contains multiple tables, then, oracle has to decide between join methods, such as, nested loop, hash join, sort merge join and etc.
    3) And also If we are using RBO, then what will be the order of execution in the where clause, Is it from top to bottom, or reverse?
    RBO uses its internal calculation to produce the execution plan, more probably gives preference to indexes if a column has an index which appears in the where cluase.

    There is no coverage map as such.
    I live in what is considered a rural area and had techs driving 60-70 miles one way to get to me, never an issue.
    Obviously, YMMV.
    In my not-so-modest experience, both onsite and accidental damage upgrades are worth every penny if one intends to keep their ThinkPads for an extended period of time.

    There's no reason to think that Mountain Lion will slow down your Mac. Just make a backup of your data before upgrading with Time Machine > http://support.apple.com/kb/HT1427
    Also, check that your apps are compatible > http://www.roaringapps.com Upgrade them to a compatible version or delete them before upgrading.
    The external drive won't make the OS X Mountain Lion installer fail, but it's better to unplug it during the upgrade.
    iWork '08 is compatible with Mountain Lion. iWork '09 includes OS X Mountain Lion features and can be purchased at the Mac App Store.
    To upgrade to OS X Mountain Lion, I recommend at least 4 GB of RAM. You can check how much memory you have in Apple menu > About this Mac

    You may not be able to get a refund, since the terms of sale for the iTunes Store state that all sales are final. You can contact the iTunes Store, explain the reason for your request, and ask, though:

    It's possible they'll make an exception for you, particularly if the problem was on their end preventing the movie from downloading in a reasonable time.

    we have many locations with DP´s and created Boundary Groups with the Connection FAST.
    Now we have some Clients outside they are connected only with UMTS or DSL.
    For DSL the connections is set to FAST and for UMTS is set to SLOW.
    I must explain that i take over a configuration because i am a new employee here.
    Can anyone explain me the different, in detail, of SLOW and FAST?

    So basically, when you deploy something, this setting determines does the client download the content or not. Shown in the bellow picture:
    For example, if you have a client configured inside boundary group that's 'Slow' and then you deploy something to this client, you can configure does the deployment run or not.

Please reset the network settings: settings/general/reset/reset network settings. Once that is done, please monitor the device and see if that corrects the issue. What is your zip code?

    Video is synced from the computer to the iPhone via iTunes. You need to load the video into iTunes, make sure it is iPhone compatible before you do that, and once it is in iTunes, then sync to the iPhone.
    Never said what computer OS you were using. Also, the computer processor, amount of RAM can make a difference with HD video.

    I have the same problem with new 11.0. Presentation of album data now seems scrambled in 'Album' screen. Instead of albums in alphabetical order with all album tracks I now get albums in the order of the Album Artist. Unless the album artist is EXACTLY the same, the tracks on any one album can be spread all over the screen (hopeless for compilations). Does anbody know how to get the Album screen to sort solely on the Album title?

    Yes the WiFi card can wear out but not what you would really call wearing out like a pair of pants do. It can start to fail causing the connection between your computer and your Wifi router to slow down, IE transmit and receive less data in a given time period. And then it will fail completely.
    But as to your internet connection being affected by a failing WiFi card no that can't happen.
    If you turn the WiFi off and connect the computer to your router with an Ethernet cable does your internet browsing and downloading speed increase? If it does then there may be something wrong with the WiFi card in your computer or the WiFi section of your router. Hard to say which.
    If after connecting the computer to your router with an Ethernet cable and your speeds do not increase then it is a problem with the router or on your ISPs end.

    This question is too funny...
    Nothing can shoot in slow motion (since things always occur in real time). You can only *play back* a video in slow motion (i.e., reduced frame rate).....

    I'm not sure about that. But what you could try is to set the Update Preference to "Manual" and try updating at a time when the Network may not be as busy, like late at night or early in the morning. 
    Just an idea.

    Which way are you trying to update - iTunes or WiFi in the iPad settings? Try switching from one method to the other method. If you don't have a computer and need to use WiFi, try closing all apps and then reboot your iPad and try again.
    Go to the home screen first by tapping the home button. Double tap the home button and the recents tray will appear with all of your recent apps displayed at the bottom. Tap and hold down on any app icon until it begins to wiggle. Tap the minus sign in the upper left corner of all of the apps in the recents tray. Tap the home button or anywhere above the task bar when you are done.
    Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider if it appears on the screen - let go of the buttons. Let the iPad start up.
    It wouldn't hurt to reboot your router either by unplugging it from power for about 30 seconds, plug it back in, let it fully start up and then try to update again.
