Changes Happening in Portal

Question

Hello Folks,
I have a requirement.
I want to create a component and what that component should do is whenever any properties are changed or any changes are happening in the portal, it should fetch that user name and send a mail to specific users or group of users saying that the changes are been done in so and so iview in so and so date by this user.
How can this be achieved.

I don't think that the above suggested solution will work since this are changes in the pcd and not in a service configuration.
This is rather hard to implement since you might get many calls and it will slow down you performance if you'll send the mail in the same thread as the change event.
Anyway - You can add PCD Listeners (this is not public API) and register to the events. Note that you will not be able to track who has changed what all the times since some applications uses technical user for the sake of saving their content.
Better with less performance  penalty is to search on a daily basis what was changed (according to LastChangedDate) and send the responsible administrator (according to LastChangedBy). Make sure that you search on unit levels only otherwise you'll create memory load while search is running.
I also think that such functionality exist in the support platform.
