Could not create an environment: OCIEnvCreate returned -1.

I get the aforementioned error on my office machine, but everything works fine on my laptop. From my search on the internet I gathered that it is usually due to limited access permissions granted to aspnet on the oci.dll. I tried everything to remedy security related issues from granting the aspnet full access to oracle directory...to impersonating...to even copying the machine.config and security.config from my laptop to office machine. Nothing works for me...
Please help and suggest other issues that may be causing this error.

I too encountered this issue a couple of times and am not impressed by the lack of "solutions" out there on-line.
Many people have advised that this is a permissions error - the user performing the connection needs read/execute permissions to the Oracle software folders.
In the case of .Net, this means the local "ASPNET" user.
I applied read/execute permissions for this user to my Oracle software directory, and this automatically applied recursively down the directory tree, however, I still had an issue. It turned out that one part of the directory tree didn't inherit the new permissions, so I had to be much more thorough at applying the security change.
Now 100% of the Oracle directories have full access permissions for my ASPNET user and my .NET application can finally connect to the Oracle DB. Full access might be overkill, but I was stressed, so go figure :)

    I am working on deploying an Andriod mobile app to the emulator and most of the time I get the following....
    Deployment failed due to one or more errors returned by 'C:\Temp\adt-bundle-windows-x86\sdk\platform-tools\dx.bat'. The following is a summary of the returned error(s):
    Command-line execution failed (Return code: 1)
    Error: Could not create the Java Virtual Machine.
    Error: A fatal exception has occurred. Program will exit.
    Once in a great while I get it to work and the app deploys but 90% of the time I get this error.
    I do start the emulator up before I even fire up JDeveloper so the emulator is up and running OK when i go to delpoy.
    Any suggestions?

    Hi.
    Usually, this happens when there is no JDK in the PATH system variable. JDeveloper and WLS will work, but some external tools will fail. Can you please ensure that you have a reference to the <tt>bin</tt> subfolder of a Java SE 6 JDK in it? You should get something like this when you execute <tt>java -version</tt> on the command line:

    We are installing SAP R3 4.7 sr1 on Linux SuSE SLES9, 32/bit.
    Problem: During the installation of DI, phase Database Load (Pst Processing), installation stopped , and in the log file said
    Could not create task file tmp/sapinst_instdir/.../SAPREPOS.TSK
    Anyone with the similar problem? Solution?

    I do not know exactly what of the following elements contributed to fix the problem, but
    following is the list of changes we did in a 3rd try to install R/3 on Sun Solaris.
    1.  Get latest SAPINST.
    2.  Use a different installation directory, which is permitted by the use os a new SAPINST.  We used something outside /tmp, which is used by default by the SAPINST that comes with the CDs.
    3.  Delete the whole installation and start again, because by just using SAPINST in the middle of the installation, the problem was not fixed.
    4.  Change the SID from DEN to DE1.
    5.  There was an answer in sdn about the problem telling a linux user to use another environment variable that was for HP-UX, but since it was suggested for them, we took it, just in case. That was also done in the middle of the installation when the problem was happening, but did not fix the problem.
    6. We did not install the oracle patch 9.2.0.7 because the patch is the one that looks for a bunch of sun patches, that although we already had them, since the error we were getting was oracle related, it was decided not to do that for now.
    7.  Smile and go ahead without desperation.

    Since weeks i have the following problem. Every time i want to install Java (62 or 64 bit), after the installation progress bar reached 100% and the windows closes i get 2 error messages, both containing the errors:
    'Could not create Java Virtual Machine' and
    'Fatal exception occured. Program will exit'
    After closing both error messages i get the 'Installation successful' screen of Java again.
    However, if i start firefox and go to a page requiring java (the official testing page for example), firefox freezes until i kill the process manually.
    So far i reinstalled Java repeatedly, cleaning every trace of it on my system before doing so, including entrys in the microsoft uninstall wizard and the registry entrys, as described here:
    +hkey_local_machine>software>microsoft>windows>currentversion>uninstall
    search for "java"
    delete entrys+
    what is the programms problem??

    I don't know that I'll be able to offer up any useful advice but here goes...
    Can you enable extra verbose logging as part of the installation & post the results here or on pastebin.com?

    All of our users are local admins and tend to install whatever. This leads to a messy environment and we don't always know which version of Java is installed. So, to address that, I created a small script that scours 'HKLM\software\microsoft\windows\currentversion\uninstall' for Java entries, reads the uninstall string then runs the reported uninstall string. The assumption here is that the uninstall string will be an MSI command. (All the machines & versions of Java used the same format.)
    This is a Windows 7 Enterprise (32-bit) environment, but the script also works on 64-bit installations of Windows 7 Enterprise.
    I've tested this with 7u11 and went as far back as 6u21. It should work with just about any version that uses MSI for uninstalling.

    we're experiencing problems with the MaxDB backup mechanism(Log and Full-Backup).
    It started last week, when we discovered a full log volume,
    because the autoLog was deactivated by a failed log backup.
    Since then our automatic full_backup script,
    wich runs at 00:25 each night, is not able to do a full backup anymore.
    The error we found in the backup history was:
    Error: could not create async IO thread [8](-903)
    In the diagnosis files the error looks like:
    2009-02-27 00:25:00      0xE88 ERR 18008 TASKING  Could not create thread: 'ASYNCi', rc = 8
    2009-02-27 00:25:00      0x584 ERR 52011 SAVE     devspace: surprising blk cnt:

    2009-02-27 08:58:39      0xE88 ERR 18008 TASKING  Could not create thread: 'ASYNCi', rc = 8

    (at 00:25 it's a failed full_backup, at 8:58 a failed autolog backup)
    If the autolog was turned off because of this error,
    it was not possible to do a manual log-backup (stated the same error as in the logs)
    We could "solve" this by restarting the X-server.
    After this a manual log-backup was possible and we could turn on
    autolog again.
    As today, the database was not accessible at all and we had to reboot
    the database server. The kerneldumps of these crashes are in the attachment.
    Additionally, you find some log files there.
    Our environment:
    Windows Server 2003 R2 - SP2
    4GB Ram
    MaxDB 7.5.00.44
    Any help to find out, what's going wrong here and to have a stable backup again would be nice.

    Basically what you're facing is - like Markus correctly assumed - a shortage of Windows system resources.
    Check the returncode meaning with the xsysrc tool which is delivered with every MaxDB installation on Windows:
    commandline> xsysrc 8
    Errortext for errorcode 8:
    'Not enough storage is available to process this command.'
    This means: Windows cannot process the system call (create a new thread in this case), because of a shortage of internal resources.
    Since the resource management of Windows is not really open that much to outside (as in 'outside of the windows kernel development') analysis, very often you cannot do much about this, but reboot.
    Since MaxDB is dynamically creating the threads when they are needed for backup (and removing them afterwards), the problem itself may not be solved completely.
    Anyhow, there are several steps you can make to make it less likely to happen:
    1. Use the /3GB switch for Windows
    2. Use the "USE_FIBERS" parameter to have MaxDB use lightweight threads (aka FIBERS).
    3. Use the "PREALLOCATE_IOWORKER" parameter to disable the dynamic creation of threads.
    MaxDB will then instead create all thread at instance startup - so backups won't fail anymore due to missing resources for new threads.
    and as usual: use the current version of MaxDB instead that old 7.5 Build 44.
    At least install the current 7.5 patch.

    We use a data-source on the App serves that is defined by the DBA's. We only
    require the DS name. Apparently, in the past, when a user was created certain
    default priveledges were automatically granted. This doesn't happen anymore
    with the latest release of the DB. The DBA had to explicitly grant the

  • Oracle.apps.fnd.framework.OAException: Could not create Java class

    Hi,
    Have created a customization in one environment which works just fine. When I deploy it to the next environment I get the error message:
    oracle.apps.fnd.framework.OAException: Could not create Java class
    Things I have checked:
    1) Imported the personilzations
    2) bounced apache
    3) confirmed the $CLASSPATH
    4) clear the cache
    What else can be causing the this?

    I would add the jvm flag -showversion next to the -Xgc:pausetime flag, so you will see which JVM you're actually running.
    Also, the following part of your post is a bit inconsistent, which jvm flag are you actally using?

    The error output you posted looks like the error you would get from a R27 version of JRockit.

    All it does, really, is preventing links to documents in KM to open in a new window. At least that's what I'm hoping it will do, as it's based on ideas in <a href="https://www.sdn.sap.com/irj/sdn/thread?threadID=20316">this post</a>.

It informs me that <i>"The given configuration was not used, because the alias is not defined or points to an invalid java class"</i>. Looking in the log, this is the error message:

    Double check the the page.xml has referring to the correct CO. Open the page.xml and see which controller is attached to it.
    Also attach the extended controller through personalization to the page/Region.

    I checked all configurations. All seem fine but I am surely missing something.
    I recreated the domain thinking I messed up something but that did not help.
    I tried using jrockit instead of sun jdk. It still could not create JVM.

    Extra dash in the java start line ( before the weblogic.Server ):

    might be why you get the message:
    Unrecognized option: -
    I can get the same error with this example:

    I do not know how to modify any startup parameters. I am new to WebLogic and downloaded and installed the server for the first time yesterday. I used all of the defaults for the install. To start the server I am using Windows Start menu like this:
    Start-->All Programs-->Oracle WebLogic-->WebLogic Server 10gR3-->Examples-->Start Examples Server
    A command prompt window opens and the messages I described earlier display in the window.
    These were the messages when I used another command window to call the example server domain's bin\setDomainEnv.cmd script and then execute java -version (as suggested in the earlier post):

    that there is an option to "Stop Example Server" When I choose that option another command window opens, a couple of messages scroll by, there's a pause at a "connecting to t3://localhost:7001" then a bunch of message flash by and the command window disappears. So I can't capture the output of that command.
    I tried rebooting my laptop but no change in the behavior.
    There is some good news. I tried starting the Medical Records Server. That command succeeded. I will see what I can learn through using the Medical Records Server and ignore the Examples Server for now.

    I am extending the standard controller oracle.apps.pos.supplier.webui.SuppSummCO
    With a custom controller xxmycomp.oracle.apps.pos.supplier.webui.XXSuppSummCO
    I have built the project in my local JDEV,
    Compiled the custom controller and put it under $JAVA_TOP
    I have verified the same by ls -l $JAVA_TOP/xxmycomp/oracle/apps/pos/supplier/webui/XXSuppSummCO.class
    I have given full permission to xxmycomp folder under $JAVA_TOP (chmod -R 777 xxmycomp)
    I have done the OC4J core bounce
    After setting the custom controller at site level by personalizing the Region,
    When I am returning to the application I am getting the following error

    Hi Gourab,
    Double check the the page.xml has referring to the correct CO. Open the page.xml and see which controller is attached to it.
    Also attach the extended controller through personalization to the page/Region.
