Cursor values in a dynaic query

Question

Can we use cursor values in a dynaic query??
e.g.,
INSERT INTO tmp_table (
bvr_version_desc,
bvr_load_label_cde,
ins_process_key)
VALUES(
rec.bvr_version_desc,
rec.bvr_load_label_cde,
21)
I am facing error 'Ora 00984 Column not allowed here'
