Error when creating Java Rule

Question

Hello,
I am trying to create a simple event subscription using a Java rule. The configuration is:
*triggering event
Source Type = Local
Event Filter = oracle.apps.igs.ad.qual_code
Source Agent = (blank)
*Execution Condition
Phase = 10
Status = Enabled
Rule data = Message
*Action Type
Action Type = Custom
On error = Stop and rollback
*Action
Java rule function = I've tried various, including oracle.apps.fnd.wf.bes.sample.TestSubscription
PL/SQL Rule Function = (blank)
Workflow type = (blank)
Workflow Process = (blank)
Out Agent = (blank)
To Agent = (blank)
Priority = Normal
Upon saving the subscription I get the following warning: "The product specified for this subscription is not licensed. This subscription will not be processed."
I checked the database and the warning is caused by:
WF_EVENT_SUBSCRIPTIONS.LICENSED_FLAG = 'N'
Do you know why this flag is set to 'N' and what I need to change in my configuration?

See Metalink note 420501.1. It's not exactly related to this situation, but similar.
You could try something like the following:
UPDATE WF_EVENT_SUBSCRIPTIONS SET LICENSED_FLAG = 'Y' WHERE OWNER_NAME = '%YOU%'
This is assuming that there is only one row on the system that fits in that WHERE clause.
