EventDispatching help, transitioning from Flex to Flash

Question

I've been doing quite a bit of work in Flex and AIR and have come to rely upon a framework (Mate) to handle event traffic routing around the app. I'm starting to use Flash and realize that I don't know the basics since I can't get something to work.
I have a loginPanel with a submit button and in the app's Main class, I successfully load it fine. If I use the following code snippet, it works fine:
loginPanel.addEventListener(MouseEvent.CLICK, login);
private function login( e : MouseEvent ) : void {
     if (e.target.name == "submit_btn"){
          trace ("You just logged in");
but I prefer to use custom events. In the loginPanel, the submit button should dispatch a custom formevent
function loginUser(e:MouseEvent):void{
     dispatchEvent(new FormEvent(FormEvent.LOGIN));
and the custom event is along the lines that I always use in Flex:

     import flash.events.Event;
     public class FormEvent extends Event {
          public static const LOGIN:String = "login";
          public function FormEvent( type : String, bubbles : Boolean = true, cancelable : Boolean = false ) {
               super( type, bubbles, cancelable );
          override public function clone() : Event {
               return new FormEvent( type );
But if I then listen for the FormEvent.LOGIN back in main, it doesn't hear it. What basic principle am I missing. (Of course I've cut out some code to not clutter this up but I think the important stuff is there).
