Excell encoding problem in java

Question

I am trying to access an excell document and read it from my jsp page.
I am reading it but in my excell document there are some turkish characters. JSP page converting turkish characters to '?'.
I added Turkish encoding code (iso-8859-9) but it did nothing.
What must I do to read Turkish characters?

I tryed it but nothing changed.
T tryed also this code
String TEL1 = new String(sheet.getCell(4, row).getContents().toString().trim().getBytes(), "ISO-8859-9");But again java reading turkish characters and inserting them to database like this "?".
