Forced to create an Apple ID account with credit card

I'm deploying New MacBook Pros running Mountain Lion in an enterprise environment and i'm told I need an Apple ID just to update the OS. I created one and it wants a credit card. I don't want to hand these out to the company users with a credit card associated with the account. The user might accidently buy Apps and music on the company credit card. On the other hand they shouldn't have to buy Apps the company requires them to use with their personal Apple ID/Credit card even if they are reimbursed.
I'd like to know what other large organizations are doing. We nomally get a new Mac system in, set it up with the users info, run OSX updates, install software and hand it over to them.
What's the work around? I can't imagine big companies are handing out company credit cards just so the users can run updates.

As far as what other companies are doing: How many apps are you buying for users off the Mac App Store?  Apple does have a volume purchase plan where you can buy codes that end user can redeem:

It is a LOT of work for a company to maintain Apple IDs for users.  What drives that need?  Is the cost of the software the end users are purchasing sufficiently large that it really matters?  Also keep in mind that every new Mac comes with iPhoto, GarageBand, and iMovie that are redeemed for the first end user who signs in with an Apple ID for the device.  Letting the end user use their personal Apple ID is a nice perk.

    To get the none option, sign out of anything apple you're signed into. Go to the app store and try to download a free app, any free app. Instead of signing in, take the option to to make a new apple ID. Then go through the steps to make the ID and you'll see the 'none' option.

    When you work through the setup procedure, and get to the select payment page, you should have a button that allwos you to select to not give a payment type.  If that is not working then you may need to contact Apple support for help.

    Did you follow, exactly, the instructions on the HT2534 page that you posted from when creating the account ? I've just tried those instructions and got the 'none' option on a new account

    If not, and if you don't want to enter credit card details (you should be able to remove them after entering them) then you will need to create a new account, using the instructions on the HT2534 page when creating it. If you want to use the same email address then you will need to replace it on that account first e.g. via the Store > View Account menu option on your computer's iTunes or via http://appleid.apple.com

    In Itunes, in the homepage, click but iTunes gifts on the right column. There, you can buy a digital gift card and have it sent to your own email address. When you enter the gift card # in iTunes, you will have that credit and then you can set your credit card to none so that the gift card balance is used.

    This is to verify your address for purposes of copyright.
    You can create an iTunes account wiht A CC and then remove your CC info after the account is created.
    Recently, Apple added a way to do it without a credit card so users can download free apps from the iTunes App store with no need for a credit card.
    Open iTunes.
    Go the main iTunes store screen.
    Click App store on the left side.
    Find any application that is free and click on *Get App*.
    iTunes will pop up the login screen. Select *Create new account*.
    When you get to payment options select None and finish the rest. You will get an email to verifiy your account.

    You can try changing the email address on the account that you've already created to be something else (you can create email accounts via http://gmail.com or http://hotmail.com) via this page http://appleid.apple.com, and you can then try following the above instructions to create a new account wihth her existing email address

    You created the account by selecting a free app in the store ? The screenshot that you've included isn't from the 'create Apple id' process, when creating the account I get the above on the 'provide a payment' part of the process
