HELP: 6.1 Admin Server Hangs

Question

I've got a stock install of SunOne Web Server 6.1. No migrated settings, no add-ons, no extra servlets, nothing. A clean Win2k Adv Server w/SP4 onto which I install 6.1.
After the install the default web service on port 80 runs fine. It doesn't hang or anything.
But the Admin interface, after about a minute of use, will hang and become unresponsive. It will accept connections but requests aren't being processed, like they're put into the queue and nothing is picking them up.
One other thing worth noting is that under the global settings and user and groups tabs I get a bad or missing configuration file error on ../config/dsgw.conf
Now that file exists, and I haven't touched ANYTHING and I get this error.
Has anyone else received this and what's the fix?

The exact message I see is:
Bad or missing configuration file.
(Cannot open config file "../config/dsgw.conf")
Some of the areas I see this are:
Global Settings -> Configure Directory Service
Users and Groups -> (All Pages Within)
Security -> Create Database
Areas where I experience the hang up:
Preferences -> View Error Log
Security -> Request a Certificate
Security -> Migrate Certificate
Under Preferences -> Superuser Access Control I get a popup message saying:
File System Error:
object_scan returned NULL. Object file corrupt...
Everything I'm seeing here is pointing me to the same conclusion. That, for whatever reason, the admin server is trying to load files from the wrong directory. My previous post about my use of FILEMON seems to confirm that as well.
I played with magnus.conf for the admin server since that seemed to have a few paths that might be important. Once curious thing I found is that if I comment out the ServerRoot entry then the server will not start at all. This is curious because the config file says right in it that the ServerRoot attribute has been deprecated... yet it clearly has an impact on how the server operates.
That's where I am right now. I'll plug through the registry and see if there's any old keys that might be causing these problems. Then I'll reinstall.
