Here is the scenario of deletion

Hi
i am asked to handle this scenario......
I have a table which stores the list of all phone numbers, owner of the phone in my database.....
the front end application is java....
i was told that they (java guys) get the a csv file with the list of all the phone numbers that are disconnected on that particular day at the end of the day they should delete all those numbers from the underlying table ..
they say that every day this deletion .... if it happens from java the performance may not be good .. hence i have to accessing of the file from my database and delete the data from the table
daily
i was asked to write a procedure for this and they will just call the procedure from java..
i did not handle this type of scenario before.. could any one of you throw some light on this....
no. of records to delete daily can be around 50k .. can i write a single delete statement for deleting 50k records?
how to handle this scenario

end;First create external table. Load data into external Table. write a procedure to Delete Records based on SELECT statement on External tables. Schedule that Procedure using DBMS_SCHEDULER
