You have a few options...
1. Hopefully you have done a backup in iTunes which would have stored your contacts
2. Check the email account that you had on the iPhone.  For instance with Gmail there is a Sync Contacts option on the iPhone which if turned on, would have sent your contacts from your phone to the contacts in your Gmail, so check your email from a computer to see if they are there.
3. Only other option I can think of is if you have an old phone with contacts still on it.

    Report it to the local police. Give them as much information as you can and hope for the best. Your important information should be included in your regular back ups.

    My ipod touch was stolen and I had it set up on mobile me, but now it's telling me that I can't use that and must switch to icloud.  Unfortunately, I'm not set up with icloud and cant track my ipod.  I think this is outrageous and it should have done that itself since i was already set up on the other, but it did not.  Is there a way to fix this and track my ipod?

    You open itunes to change you itunes password.
    You go to your e-mail server to change your e-mail passwords.
    You go to any other program/service that you accessed form the iphone and change those passwrods.

    if someone deletes icloud or even if you wipe phone it is not traceable anymore.

    You don't need the App but you must have turned on "Find My iPhone" in Settings > iCloud.
    If you have "Find My iPhone" enabled then you may be able to locate it. If not, you cannot locate it. If it was enabled then you can try locating it via http://icloud.com on a computer or the App "Find My iPhone" on another iDevice. Note: this will only work if your device is connected to a network and the device hasn't already been restored as new and/or "Find My iPhone" has not been disabled on it. Note: Disabling "Find My iPhone" is much more difficult in iOS 7.
    If you think that your device was stolen rather than lost then you should report it to the police. In either case you should contact your carrier, change your iTunes account password, your email account passwords, and any passwords that you'd stored on websites/emails/notes etc.

    Without Find My iPhone turned on, there is not a lot you can do. Sounds like you didn't have a Lock Screen lock on either. Thre is nothing to prevent the thief from using it. They will not be able to resotre it, and if they try, it will then lock them out with an Activation Lock that will completely disable the device.
    You need to report it to the police, change your Apple/iCloud/iTunes password, and contact your carrier to suspend servce to the device.

    You can't track it unless it has a connection to the internet.  Without cellular service or wifi all you can do is physically look for it or try calling your number to see if someone answers.  Neither are probably going to work if it was stolen.  Put it in lost mode and change your passwords, including your iCloud password so the theif doesn't erase your data and take over your account.

    The particular model of MacBook Pro is a key detail here, as the Mac model will determine the oldest version it can boot, as well as whether it'll boot more current software.
    AFAIK there is and was no Lion installer DVD available.  It was a download.  AFAIK, the last DVDs commonly available were for Snow Leopard 10.6.  Snow Leopard DVDs are still available in the Apple online store in various countries, if your MacBook Pro is old enough to be able to boot that version.
    If your MacBook Pro purchase with Lion wasn't registered with Apple, then you'll have to discuss this directly with the Apple Support folks, or repurchase Lion from the Mac App Store (which will usually involve a call to Apple for a redemption code as it's old software), or you'll "purchase" (it's free) Mavericks OS X 10.9 and wipe and install that assuming your MacBook Pro supports Mavericks.  If you didn't purchase the MacBook Pro from Apple (and it was shipped with an older release), then you'll end up acquiring a redemption code from Apple for Lion, or installing Mavericks.
    For completeness and given you're probably already aware of this, the usual approach for restoration with recent OS X versions is via the recovery boot (more details).  If the disk is wiped and you can't get Lion, then you'll probably end up reinstalling with Target Disk Mode using another Mac with a compatible FireWire or Thunderbolt port and a cable.  Or visit the local Apple Store.
    sputniki: Once OS X 10.7 or 10.9 has been reinstalled, yes, getting Time Machine configured and going is undoubtedly on the agenda.  But had there been a viable backup here, I expect jianghua would have used it.

    What if you lost your iPhone 5c and forgot the Apple ID because it was your boyfriends old ID, what then?

    I cannot speak for either, but Apple does not get involved in tracing stolen phones.  If "Find my iPhone" cannot be used, there is no other way of tracing the phone. Sorry.

    If yes, do you have then allowed the localization ?
    If yes, go to www.icloud.com and log in with the same iCloud account you have used on your iPhone and select the "Find my Phone" app.
