Although your profile says you're running iOS 5.1.1 it sounds like you're running iOS 7 (otherwise you would not need your password to delete the old account).  Assuming that's true, and your iCloud ID has changed but you need to delete the old account in order to change to your new one, go to https//appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID.  Tap edit next to the primary email account, tap Edit, change it back to your old email address and save the change.  Then edit the name of the account to change it back to your old email address.  You can now use your current password to turn off Find My iPhone on your device, even though it prompts you for the password for your old account ID. Then go to Settings>iCloud, tap Delete Account and choose Delete from My iDevice when prompted (your iCloud data will still be in iCloud).  Next, go back to https//appleid.apple.com and change your primary email address and iCloud ID name back to the way it was.  Now you can go to Settings>iCloud and sign in with your current iCloud ID and password.

    I'm locked out of making changes to this account -- I'm getting a message that it's been disabled for security reasons. Problem is, I can't log in at iforgot.apple.com because a) the email address is no longer working, so I can't access a change of password that way and b) the account doesn't seem to recognise my date of birth (clearly i must have entered it wrong when I first registered)
    I'm registered with a different iCloud account on my iPhone, but I'd like to be able to sync the two devices. Is there any way of deleting the old account and changing it to my current one without going through iforgot.apple.com?

    Did you update your Apple ID, or did you create a new one? To change the Apple ID signed in on the phone, see this support document. http://support.apple.com/kb/HT1311
    If you purchased apps under the old ID, they are forever locked to that ID. You will need that information to update the apps, or you will need to delete them and redownload them.

    After restoring you should sign in with your new apple-id. Then the iPad should not know the old apple-id at all. So restore it, set is up as a "new iPad" and you should be good. When restoring from a backup it will automatically restore your old apple-id as that is what was backed up. Also note that if you restore through iTunes, then your iTunes should also be signed into your new account as it will transfer the currently signed-in account to the newly set-up iPad.
    If a restore didn't delete photo's or anything, then is wasn't a proper restore for new, but a restore from backup.
    Note that setting up as a new iPad will delete all your contents.
