How can I download my pictures from my Ipad (ios 8.1.3) to to my computer (windows 7) either directly thru a USB cable or indirectly with a SD card?  I have lost important pictures on the computer.  Most of them are intact on my I Pad.  I am aware that I-Cloud is an option, but would rather do it another way.

use the Windows Photo import with the lightning-to-USB cable.

But as photos are 'optimised' when they are synced to the iPad, any that you then copy back to a computer may not be exactly the same as they originally were on your computer.

    If a restore was required I might lose thee pics.

    You can't.  Books bought in iBooks, can only be read in the iBooks app due to copy right and DRM protection.
    If the Book is a non-protected e-pub format or a PDF you could transfer it to your reader normally.

    I haven't used iTunes on my laptop in a while but I believe that if you authorize your computer it will allow you to transfer the pictures. Not 100% sure though.
    How do I authorize a computer?
    Open iTunes on the computer you want to authorize.
    Choose Store > Authorize This Computer from the menu bar.
    You might need to show the menu bar to see this option in Windows. In earlier versions of iTunes, you can access this option from the Advanced menu.
    Enter your Apple ID and click Authorize.
    If iTunes asks you to authorize your computer again, it won't use a new authorization. iTunes uses the same authorization for the same computer.

    I understand the pictures are kept in the Cloud but I want to change my catalog so that it will recognize the pictures only on my Mac.  Then I can clear up space on my iPad. 

    Even though iCloud can back up some content it is intended more to keep multiple iOS devices synced up rather than being a place to back up your content. The Camera Roll is included in the iPad's Backup however there is no way to access the back up's content without Restoring the iPad. If you wipe the photos from the iPad's Photo Roll the new back up file created will also have them removed.
    Photo Stream, also a part of iCloud, is also intended to make your latest photos accessible on your other iOS devices such as iPhones, Apple TVs and Mac computers. It will only hold 1000 of the latest photos and is supposed to delete them after 30 days. This can give you the opportunity to view photos for awhile, back the photos up in a more conventional manner on your computer and share them with others. It is not a back up and is more of a temparary place to view them. Photos should be transferred to a computer which also has  a good back up routine to external sources.
    Even though iCloud can hold your iPad Backup file, the back up file does not contain most media files. The iOS backup file is more for quickly getting your devics settings restored if you have an issue with it or want to set up a new device. Your media files must also live else where in a more permanent back up such as on a computer and an external USB drive. For most actions, iCloud pretty much mirrors your iOS devices, delete something from one device it is gone from them all including iCloud.
    If you want to remove photos then store and view them from an online source use services such as DropBox or other online photo services such as Flickr.

    ALWAYS sync photos to a computer, don't count on icloud to store them for you.  It does include photos from the camera roll in a backup, but that's all - and restores are not reliable when it comes to photos.

    Since you should always be syncing photos to your computer as you would photos from a camera, then sync from iphone to itunes/computer, then sync from itunes/computer to ipad.

    On a PC, simply drag photos to the designated Photo Stream Upload folder. By default, this folder is located atC:\Users\<user name>\Pictures\Photo Stream\Uploads. You can change this location by visiting Photo Stream Options in the iCloud Control Panel for Windows.

    Now if the Op has and retains a UK account with billing address and UK paymant card - He/She can continue to use the UK store in Germany - Apple does NOT use IP address blocking just a valid paymant card attached to a postcode !
    Basically the first four of your paymant card are country codes.
    What the op needs to do if he/she now has a Germany address and payment method (could just be German € value gift cards) is to open a separate German iTunes Account !
    On a PC/Mac its very easy to change stores, however iOS has it a bit more difficult.
    In fact i would recommend the Op sets up a new German account and credentials on a PC/Mac first.
    And doing so just means opening the store in iTunes scrolling to the bottom of the screen and clicking on the littler circular flag in the bottom right.
    After that the browser window is populated with loads of similar disc flags. Clicking any take you to that regional store where provided you have a valid address (Postcode/Zipcode actually) and payment method local credit/debit some prepayment VISA cards or just a gift card you can create a local account.
    Oh and because Apple do NOT use IP addressing you don't actually have to be present in the country of that store. Its against to terms of the EULA but it works !
    Back to the iOS device
    Tap Settings/iTunes & App Store /Apple ID (that will probably be showing the UK account set up).
    In the window that opens tap log out
    Now  change the ID to the new German name and password and in the next window make sure the flag selected is that of Germany (when in Germany)
    When buying from the UK store follow that path again log out of the German account and re-log in using the UK ID
    As it happens I have a UK Portuguese and US account all active because I have residences in all three - and can visit any of the stores from anywhere.

    The only cable I can find with lightning and usb is the apple camera adaptor but it is £25 from Apple which is a bit expensive if it will not work. Some peoples reviews seem to say this will not work, I can not use the camera reader by Apple as this only takes SD cards and my camera takes XD and compact flash cards. I have realised that you cannot use this cable on a card reader which is a shame and means taking more cables on holiday with you and more likely to get lost. This is so frustrating as one of the reasons of buying the iPad was to use, to transport photos whilst away instead of having lots of cards which do get lost and damaged. I hope someone can help as there seems to be a lot of confusion as to what works in cases like this.

    Ok...I'm going to go through what happens on my PC step by step and see if anybody has a suggestion on what I need to do.
    I just plugged in my iPhone...a box pops up that says "Apple iPhone, Camera Connected, Select the program to launch for this action:" I then select Microsoft Scanner and Camera Wizard and click ok. Then a box pops up that says "Microsoft Scanner and Camera Wizard...it shows an icon of a camera and a computer monitor and says "Reading Picture Information" it does this for a full minute and then a box pops up that says "The computer cannot detect the scanner or camera. Please make sure the device is turned on and is properly connected to the computer"
    Now here's step two that I try:
    I go through "My Computer" I can see the camera icon that says Apple iPhone...I right click on it...and one of the options is "Get Pictures" so I click on that...and the same box pops up from before that shows the camera icon and the monitor icon and says "Reading Picture Information" but this time a different message pops up that says "The scanner or camera is in use. Please try again later"
    So the next thing I try is double clicking on the icon instead of right clicking...it opens an empty window but on the left hand side gives me some "Camera Tasks" to choose from and I choose "Get Pictures From Camera" The same "Reading Picture Information" pops up and then the same " The scanner or camera is in use. Please try again later" message pops up.
    The phone is not locked.
    This is driving me insane...I've been trying to do this since I got the phone 6/29/07 I've ran the windows update to make sure all my stuff is up to date...I DON'T GET IT.

    Usually, to copy photos from most phones, you either use a USB cable and connect the phone in USB Mass Storage (or disk) mode if the phone supports it. Then just drag and drop files from the phone disk that appears on the Mac desktop.  Alternatively, if the phone has Bluetooth capability you send photos via Bluetooth using the File Manager of the phone (consult your phone manual on how exactly to do this), or using the "Bluetooth File Exchange" application on your Mac.  From the apple forum:
