How do I make a smaller pdf (i.e. pgs 17-22) from a larger pdf file using Adobe Acrobat Pro?

It would help if you told us what version of Acrobat Pro you have. (The interface changed substantially in Acrobat X Pro.)
If you're using Acrobat 9 Pro or Acrobat 8 Professional, choose Document > Extract Pages.

I have a 250 page pdf. each page represents a departments information. Is there a way to break apart that pdf into single pdf's but using part of the file to name the pdf?
for example, if the first report has a title that contains department 123, I could extract that page and name it department 123.
The only want I know how to break a pdf into multiple pages is to use the document / extract pages and select Extract pages as seperate files. But when I do this it uses the name of the exiting file and adds a number to it.

You will have to select a subforum, e.g. Creating, Editing & Exporting PDFs, or Acrobat SDK (since you probably need to write the functionality you want by yourself).

The problem (which isn't actually a problem) is that the java file is getting so big because there are literally hundreds of methods representing different queries to the database.Depending on how that is organized that isn't necessarily a problem. For instance if it did nothing but manage calls and not extraction then it isn't a terrible problem.
If not then as previously suggested you break it by functional block. The closes model to what you have would be to break it into a class per each data model entity and then either add support classes for more complex support or add to one of the matching model entities.

Re extracting and renaming pages: This is done with a script, but it can
only be done if your pages are consistent and the script can identify the
text that is to be used for the file name. If you wish, you can send me
some sample files by email ([email protected]), or share them somewhere and
post the link here, and I'll let you know if I think it's possible.
Re bookmarks: What do you mean, exactly? You mean you want to copy&paste a
bookmark? No, that's not possible. But bookmarks can also be generated with
a script.

What version of Acrobat are you using?
You might need to go to File> Save As Other> Microsoft Word or choose 'Adobe PDF printer' from the File menu.

I need to develop a plugin that needs to convert a protected document in office format into a pdf. I looked into the sdk and found the method AVConversionConvertToPDFWithHandler (). But can this method also apply the digital rigths of the protected document to the newly created pdf?
Is there any other way to convert a protected document into a pdf and at the same time apply the rights to the pdf? I don't want to use Adobe LiveCycle for digital rights management.

The AVConversion APIs will use Office itself to perform the conversion (well, the rendering part). I would ASSUME that when Office opens the document, it will ask for any necessary passwords or other information to determine if the user has the rights to view and/or process the content of the document. If they do, then the conversion will succeed otherwise it will fail. The PDF will not have any DRM applied to it, since we don't know anything about the Office DRM options.
If you wish to apply DRM to the PDF, you will need to do that yourself or using tools such as LiveCycle Rights Management.

What is important here is that you know the properties of your source file(s), set the project preset to match the properties of those source files, and then export with settings as close as possible to the original. Often you can do this without noticing quality differences in the export.
I am understanding and defining your issue as you wanting to maintain the quality of the original imported files in the export. If that is the case, the please supply the following, and I will give you a step by step
a. What are the properties of your source files (including bitrate). Here I am looking for
video compression
audio compression
frame size
frame rate
interlaced or progressive
pixel aspect ratio
file extension
A quick way to get that type of information is knowing the brand/model/settings for the camera that recorded the video.
2. Based on that information we can set manually a project preset to match those source property.
3. When we go to export...example Publish+Share/Computer/ and your choice and its preset, we can customize the preset selected
under the Advanced Button/Video Tab and Audio Tab of that preset in order to try for the best possible match between the properties of the
original file and the properties of the export.
But, please let us know if you also need help in trimming the original import at the Timeline level prior to export.
Your mention of Publish+Share suggest that you are working with Premiere Elements 11, 12, or 13. What is the computer operating system?
