How do I get elevated privileges in terminal

I am trying to use terminal for serial access in trying to run the command /dev/tty I get permission denied
so I then run sudo su and authenticate and still get then same thing. I am not sure what to do.
2.6 GHz Intel Core i7
OSX 10.10.3

You don't need to sudo su, just sudo /dev/tty
According to the man page,
The most common reason for stat(2) to return "permission denied" is if you are running
       an automounter and one of the directories in your PATH is on a machine that is currently unreachable.

    I misunderstood. You were actually trying to connect as sys as sysdba.
    You are quite right as sys there should be nothing stopping you.
    Since you were not able to create a user and as sys you should have been able to do it,
    this begs the question: how are you connecting?
    If you are on the oracle server, try this:
    Login as oracle (or su - oracle)
    sqlplus /nolog
    connect internal as sysdba; (internal is an alias for sys)
    create user XXXXXX default tablespace users temporary tablespace temp identified by XXXXXX;
    That should work, then you should be also able to connect directly as sys:
    connect sys/******[@service] as sysdba;
    create user XXXXXX default tablespace users temporary tablespace temp identified by XXXXXX;
    Hopefully, that is a bit more helpful.

    I did not clearly state what I am doing. I am performing (attempting to) all operations in the OEM GUI. I am connected as "SYS as SYSDBA".
    The "Create Like" operation is performed by right mouse clicking (Windows OEM) on an existing user that have some grants already applied to them.
    The Revoke operation is performed by selecting (double clicking) a user in the "Security/Users" folder, going to the "Object Privileges" tab "removing" a grant and then trying to "Apply" that removal. I could perform multiple operation (Add or Remove) to a user and then do a single "Apply"
    William, thanks for the information that you have provided. It appears that the "as sys there should be nothing stopping you" feature (which is what I want) actually exists in these cases.

    You are coming in using the default shell. I prefer bash and set my passwd file to such.
    If you have set your root environment the way you like it you can do a su - root and that will send you in just like you were logging in as root at the terminal.

    If you want to delete applications, go to the developers web site and look for un-installation instructions.  Use of so called 'uninstall' apps are not to be relied upon.  Elements of the application to be deleted can and are easily missed.

    Log into the computer as an Administrator, then download and install iTunes.
    If you can get it to download with your current Windows account, you should also be able to right-click on the itunes.exe file and select "Run as Administrator".

    Ok, figured it out. Each of the "[..." actually needs to be prefixed with an (non-printable) ESCAPE character, ASCII code #27.
    Since they're non-printable they cannot be displayed in this forum. :-p
    I just wrote a little tool that writes a code-27 char in front of every "[" and that works.

    OPen your Users folder, Highlight the Desktop Folder, do a Get Info or CMD+i on it, see if it's locked or if you have Rights & Privileges at the bottom.

    Go to Control Panel > Add or Remove Programs (Win XP) or Programs and Features (later)

    Just drag it off the Dock and it will go "poof"
    Look at the Options... when you click on it. Unless it got set to stay there, something you did or an app did caused it to be open.
    Are there any windows open attached to it?
    Is it set to "open on login"?
    I use it but I do not have it or keep it on my Dock. It is found in /Applications/Utilities and installers may need to use it.
