How do I permanently erase photos in Photos app on OS X 10.10.3 Yosemite ?

I have tried deleting the photos and videos from spotlight searching, but it doesn't show me enough improvement in space. My library was 3.62 GB, and now it's 1.89 GB, also I have emptied my trash. I have tried deleting it from the photos app too. But still the space occupied by photos is same. How do I reset the Photos app instead? I have tried logging out of my iCloud account and then logging again, still no sign of improvement in space, instead, the library starts uploading what is already on iCloud as well as on Mac (both of which are same). It seems like, the photos app is experiencing a bug problem.

Try reindexing your OS X.
If that doesn’t help then try Omni sweeper app......
After running it do this......
OmniDiskSweeper only shows files that are visible to the user that ran it. Since few people ever run as a fully priviledged “root” user, this means you’re almost always going to miss something, including system-level files or files and folders belonging to other user accounts on that Mac.
To give OmniDiskSweeper full access to all files on your drive, you must run the application from the Terminal using the “sudo" command, which stands for “Super User Do” and gives access to all files on a user’s drive.  As with all “sudo" commands, triple-check the syntax before executing it (or simply copy/paste from here) as it is possible to cause irreversible damage to the OS and file system if the wrong command is entered.  Assuming you have OmniDiskSweeper installed in your main Applications folder, that command is:
sudo /Applications/OmniDiskSweeper.app/Contents/MacOS/OmniDiskSweeper
Once an administrative password is entered, the application will launch and allow you to scan the drive for all files.

    Deleting Photos from an iPhoto Library
    1 - from an Event or the Photos mode: select the photo(s) and use the Delete key to move the photos to the trash bin. Then empty the iPhoto Trash bin as follows:
    2 - from an album, smart album, book, slideshow, card, etc.: select the photo(s) and use the key combination of Command+Option+Delete to move the photos to the trash bin.  Then empty the trash bin as above.
    NOTE: deleting a photo from an album, slideshow, book, etc., with only the Delete key only deletes that photo from that item. Deleting a photo from an Event deletes ALL occurences of that photo in the library.

    Sorry, but you can't permanently delete an app. You can hide them:

    but the app will still sync to your computer if the app is present on the iPad. If the apps are downloading directly to your computer and hiding doesn't do the job, you'll need to turn off automatic downloading.

    I am still seeing the option Image Capture, like shown in the screenshot that Rysz posted.   But it is another example of the hide-and-seek Apple likes to play with us.
    The option has to be set for each device individually. With the device connected to USB, you have to click the tiny disclosure triangle in the lower left corner of the sidebar to reveal the option.
    I was perfectly happy with the program I paid for (Aperture), and now to maintain the functionality I have to pay for another application (LightRoom) to get the functionality that I paid for in Aperture.
    Aperture 3.6 is working well with Yosemite. I will use it, as long as I have a Mac, that will run Yosemite or a compatible system.
    Have you looked at Capture One?  It looks much more similar to Aperture than Lightroom.

    Force-quit Photos as recommended by Arsenal1607.
    Make backup of your iPhoto Library and run the iPhoto Library First Aid tools to repair the permissions on your library and rebuild the iPhoto Library.
    To launch the First Aid Tools hold down the  alt/option and the command key simultaneously while double clicking the iPhoto Library to launch the iPhoto Library First aid tools. You'd to hold down both keys firmly and long enough, until the First Aid panel will appear.
    Try both the options "Repair Permissions" and "Rebuild library".  Then try again to migrate the iPhoto Library to Photos by dragging it onto the Photos icon in the Dock.
    Make sure, you have plenty of free storage. Don't try the migration, if you are running out of storage.

    I've asked him to delete them but he jokes that he will.... eventually.
    He has an iPhone 4S. I want to permanently delete some photos he has, I dont want him to be able to do some kind of sync or backup & have them again.
    If I deleted them from his iTunes.. his desktop picture folders.. his PC recycle bin AND deleted them off his phone, will he still be able to find them?? Also if he does an update in the future, will they somehow appear again? And how can I know if he has synced them to iCloud/set up iCloud?

    I dont think he has the Shared Photo Stream option on, but I'll check. If he does have it, is it simple to access it?
    Open the Photos app, tap Shared at bottom to see any Shared Photo Streams.
    My Photo Stream is in Albums.

    Photos that were synced from a computer can only be deleted by re-syncing. So connect your iPad to your computer's iTunes, and on the Photos tab that shows on the right-hand side of iTunes when you've selected the iPad 'device' on the left, either select a folder of your own photos to sync or just select an empty folder - as only the most recent photo sync remains on the iPad, when you sync your photos (or empty folder) the existing synced photos will be removed.

    Yes, you can also hide iPhoto. In the past, moving it would have stopped it being updated, but now there is no more support for it (further updates) it really does not matter where you hide it if you don't want it.
