    If you have copies of them on your computer's iTunes then you should be able to - if they show in the Tones part of your iTunes library then you should be able to sync them to your new phone. Or do you not have copies of them on your computer nor on your backup of your library ?

    Use a Google account to sync your stuff to. Then use it to sync to your iPhone. Pretty much everything iTunes does can be done with google

    So why doesn't Apple tell you that ICloud won't back up your ringtones?  It states " Automatically bck up your camera roll, accounts, documents and settings when IPhone is plugged in, locked, and connected to WiFi" Nowhere does it state it doesn't back up ringtones.  If it backs up my music, then why doesn't it back up ringtones? I had my ringtones on my ITunes, but when I updated that, they are gone too!  It just seems to me Apple is trying to purposely get you to continuously purchase their services, even when you go out your way to back them up. Had I known this, I would have backed everything up on my PC again. This is very disappointing.

    The restore should only have restored onto your phone what you had on it when you last backed up. You can delete apps from your phone by pressing and holding them for a couple of seconds until they shake, and they should then get an 'x' on their top corner - then back up again. You can also delete them from the Apps part of your computer's iTunes library by selecting them and pressing the delete key on your keyboard.
    You can't permanently delete any items from your purchase history, all you can do is hide them via your computer's iTunes so they don't show in the Purchased links for redownloading : http://support.apple.com/kb/HT4919
    If your phone is on iOS 7 then after hiding them on your computer's iTunes you might need to log out and back into your iTunes account on your phone for them to be hidden from the Purchased tab in the App Store app on it

    You can use the same account on multiple devices, both for use with the stores and for Settings > iCloud - what happened when you tried to use the same account on the second phone ? You should have been able to activate the phone with it and log into iCloud with it.
    If you want to download on the phone the apps that you bought with the other id then you will need to log into that other account on the phone : tap on the id at the bottom of the Featured tab and log out of it and then log in with the other account. But if you use iTunes Match, automatic downloads or redownload an account's past purchases then you might tie the phone to that account for 90 days : http://support.apple.com/kb/HT4627 (so you won't be able to do any of those three things on a different account until the 90 days have completed).

    Have you restored a backup of your old iphone onto the new phone? If yes, all pictures, application data etc. should come across as part of the restore. It sounds like you may have treated the new 4S as a "new" phone, and then synced everything manually?

But now I've run into the nightmarish dilemma of not being able to sync my beloved Ipad with my new MAC without getting the warning that basically says "your iPad is already synced with another iTunes Library. You may only sync to one iTunes Library at a time. You will lose all your data if you sync to this new computer."
    Can someone give me a straightfoward answer as to how I can sync my iPad with my new iTunes Library on my new Mac Book Pro without losing any of the apps that I previously purchased? I want to be able to access the apps I downloaded on my iPad on my Mac Book Pro.

    While it isn't as easy to just use a Mac iDevice as media storage as Android and Windows, you can add documents and such like Word, PDF and others manually in iTunes to have them sync as well.

    If the answer to the above question is "yes", FIRST, set up a backup of your new computer before you do anything else so the next time your computer breaks you will not be in the same situation.
