A reset may help. Tap and hold the Home button and the On/Off buttons for approximately 15-20 seconds, until the Apple logo reappears. When the logo appears, release both buttons.
No content is affected by this procedure.

So my iPad got a little bump while it was on slepp, and I go to wake it up, and the backlight comes on, but thats it.... I can turn it off by doing that swipe you have to do and I can turn it back on, but nothing else. I have no idea what operating system it has, but I do know it's not iOS7. I have it backed up on iCloud, and I put it on recovery mode on my iMac, but I'm scared to restore it because I don't know how to use the iCloud backups and make it "appear" again on the iPad when its reset. If I shouldn't reset it/have in on recovery mode, how do I safely get it out of recovery mode???

I'm not sure that I totally understand what you are doing, but of your iPad is in Recovery Mode now, you will have to restore the device. You can't just change your mind and opt out of recovery mode.
If you backed up with iCloud, and you want to restore that backup, you have to erase the device in order to restore the backup.

I could be wrong, but from the way that you describe what is happening with your iPad, I think that you might have a hardware problem and restoring the iPad isn't going to fix it. You may have to take it to an Apple Store and let an Apple Genius take a look at it.

- iOS: Not responding or does not turn on
- If not successful and you can't fully turn the iPod fully off, let the battery fully drain. After charging for an least an hour try the above again.

Have you done it properly? [Hold the Home and Sleep/Wake buttons down together for 10 seconds or so (until the Apple logo appears) and then release. The screen will go blank and then power ON again in the normal way.] It is app and data safe!

First thing to try is to reset your device. Press and hold the Home and Sleep buttons simultaneously until the Apple logo appears. Let go of the buttons and let the device restart. If she's forgotten the passcode to unlock the iPad then she will need to connect the iPad to the computer that she normally syncs to and she should then be able to reset the iPad and restore/re-sync her content to it (http://support.apple.com/kb/HT1212) - she may need to put the iPad into recovery mode in order to be able to reset it : http://support.apple.com/kb/ht1808
If you do it via a different computer then :

I just downloaded the "lastest" PUSH (iOS (iPAD/iPhone), Quicktime, iTunes upgrades for Windows 7 (x64) from Apple, and upon reboot (required) I was greeted with the following error msg.:
"The procedure entry point SQLite3_wal_checkpoint could not be located in the dynamic link library SQLite3.dll."
How do you FIX this????

No that did not help.   I did copy the SQLite3.dll to the: Program Files(x86)/common files/Apple/Mobile Device Support folder and that got rid of that error.   It appears that this is an ongoing issue with iTunes on Windows machines. I'm starting to remember that I had to do this for the last update, fouond the fix in another forum dated in 2010.
2 other issues also occur:
1. Can't backup to the computer, only to the icloud. When I change it in itunes it reverts back to the icloud, and will not backup to the computer.
2. The "category list" in the radio on itunes refreshes forever, and no station appear under any category.

Having the same issue after downloading the lastest version of itunes. Apple is going to lose me as a customer, if this keeps up with their software updates. They never seem to work.
Really, they should want me to be able to access their store. That's money out of their pocket.

From what you describe I would take a look at the side switch, it may be set to lock the rotation of the screen.

If your iPad display does not rotate as expected, verify that Rotation Lock is off:
Check the status bar for the Rotation Lock icon.
Toggle the Side Switch to verify that the device is not locked.
Note: Some apps do not rotate to match the current or locked orientation. Use the Home screen to determine Rotation Lock status.
If Rotation Lock is off and you are still unable to rotate the iPad display, restart your iPad:
Hold the Sleep/Wake button until "slide to power off" appears, and then slide to turn off your device. When it is off, press the Sleep/Wake button to turn it back on.
