Our iPad 3 is failing and we want to keep the photos and videos. Is there a way to easily transfer the photos and videos to a PC laptop, another iPad like iPad Air, or other device or location? Is it possible to use a USB drive? What accessories are required?

All you have to do is connect your iPad to the computer using the USB cable. If it has photos in the Camera Roll it will be recognized by the computer as a camera and you can load the photos to your computer.

Hello, I had the same question; however, I've got the "black screen o' death" on my Droid Razr (cannot access anything on the phone/no touchscreen...but I DO get incoming calls through my bluetooth device). I have no clue that you mean by it only shows photos from the camera icon. It has to show the photos in the camera roll of the photos app since those are the only photos that you can import via the USB cable.
There are other ways of transferring photos to a computer, but they involve using third party apps. There are WiFi transfer apps that will do this. DropBox will also let you upload photos to a public folder and then download them to a computer.

If you are trying to get all the photos from an old phone to your new phone, you could sync the old phone which would create a backup containing your Camera Roll. Then connect the new phone and follow the prompts to register and name your new phone. You will then be given the choice of restoring data to your new phone from a backup of the old phone. This will replace any existing data on the new phone with the data from the backup so it's really the best option if the other phone is new.
Another option would be to connect the phone to your computer and import your photos to iPhoto or the My Pictures folder. Then you could sync the other phone and under the Photos tab in iTunes you could choose the folders/albums of pictures you want on the phone. They will not be in the Camera Roll, but they will be on the phone.

Why does iPhoto have the ability to put photos in events and to give them descriptions if it doesn't transfer this info with the photo. I want to back my photos up to an external drive.

The simplest way to achieve what you want is to back up the iPhoto Library. That will get everything.
You sem to be exporting from iPhoto to the Finder. The Finder does not have the same organisation capabilities as iPhoto. If you're going to do that you need to understand some of the differences between the two.
Event Name will become Folder Name.
'Description Name' I guess is the Title you give the Photo
Jpeg Number is the File Name assigned by your camera.
So: File -> Export
Set your Kind to Jpeg
Select your preferred Quality
Check the Boxes at 'Titles and Descriptions' and Location Information
Under FIlename select 'Use Title'
Click on Export. In the Next Window choose a New Folder as your export destination and then Name that as you prefer

The annoyingly time-consuming work-around that I've been doing is to log into google+, access "photos from my phone" and, one-at-a-time, click and drag photos into iphoto, combine all of the individual events, and then re-date the photos with an accurate timestamp. Then, suddenly, the drag function just STOPPED from one photo to next. Has anyone had this problem? If so, has anyone been able to rectify it? Has anyone used PhotoBucket? This was just suggested to me.

You transfer photos during a sync with iTunes.
First organize your photos. If you're using a Mac use iPhoto to create photo albums. If you're using a PC organize your photos by creating a main photos folder.
