How can I create a 'savepoint' in Oracle. Thanks in advance.

what do you mean by saying you were never successful?
didn't oracle do what you committed?
have you tried using the oracle classes ? (i don't know whether there are such things as commit or transactions, but I think so)
maybe it's that oracle cannot "translate" some of that java stuff?
I had a few problems using java.sql.clobs with oracle so i changed to oracle.sql.CLOB.
it's probably the same with other things...

We can use the 'hr_user_acct_internal.create_fnd_user' API to create the users. The sample code is as follows:

again some confusion here.....
u said u need a new database in your first post and now you saying u need a new schema..
one database has many schemas(users)..... ex: scott,sys,system are few of them...
now it depends you need seperate database for test,dev environment - this is in the case u have many schemas under each database and many tables(objects) under each schema.
OR
You just need a separate schema (in same db) for test,dev environment...where in you will have multiple tables in each schema...U need to know the dba credentials of the db to create a new schema.
ideally u need to have different database...You can create one with out sys/system(oracle users) password as these passwords are db dependent.
what you need is access to the any machine where server is installed(can be the same mc where you have your dev db or a diff machine) and that will be the machine where your db will be installed (can do it through database configuration assistance),ofcourse you will need windows authentication for this.
so you login to the same machine or access it from your machine using remote login.
I hope that is clear.Hope i am not listing things that you already know..Just did it coz of confusion between db and schema

ummm...you test it using the UTL_FILE package.
BTW...you can also spool text files out of SQL*Plus on your local machine, without even needing UTL_FILE. but if you need to create files on a server, then UTL_FILE is the way to go.

Why? Have you forgotten to do your coursework and you'll get thrown off your course if you don't hand it in today?
What makes you believe that your request for help is more important than someone else who has requested help? You will find if you post on here demanding your post is urgent then most people will just ignore it, some will tell you to get lost, and some will explain to you why you shouldn't post "urgent" requests. Occasionally you may find somebody who's got nothing better to do who will actually provide you with an answer, but you really are limiting your options by not asking properly.

I am just wondered on how to create a procedure which will do following tasks:
1. Concat the field names
2. Union all the particular fields
3. Convert the date field into IST
4. Prepare the statement
5. write the data into a file
Basically what I am trying to achieve is to convert one mysql proc to oracle. MySQL Proc is as follows:

1. Concat the field names
Double Pipe (||) is the concatenation operator in Oracle. There is also a function CONCAT for this purpose
2. Union all the particular fields
Not sure what do you mean by UNION ALL particular fields? UNION ALL is a set operation applied on two different result sets that have the same projection.
3. Convert the date field into IST
SQL> select systimestamp "Default Time"
2       , systimestamp at time zone 'Asia/Calcutta' "IST Time"
3    from dual;
Default Time                                       IST Time
05-05-15 03:14:52.346099 AM -04:00                 05-05-15 12:44:52.346099 PM ASIA/CALCUTTA
4. Prepare the statement
What do you mean by prepare the statement?
5. write the data into a file
You can use the API UTL_FILE to write to a file.

How to create a view which needs Oracle apps org initialization to provide the correct data .
The purpose of the view is to be accessed in Primavera DB via a DB link for reporting purpose.
So how should the org be initialized so that the view returns the correct data when accessed from the remote data base using the DB link?
EX: step1 run fnd_client_info.set_org_context for the org
step2 query the veiw returns correct data in Oracle.
How can this be achieved if the view needs to be accessed via DB link?

This is not possible in Oracle. What u can do is create the view without the where clasue and supply the where clause at runtime.

Is there any way to create a counter using Oracle SQL Developer to create the below scenario. Meaning it will recorded down the name of user and ID and time and the date they login.
Library portal home statistics shows how many users (outside and within the campus) visit the library portal.
Page Access statistics is recorded on an hourly basis. Users may select the statistics by
yearly (statistics displayed by all months in the selected year)
monthly (statistics displayed by all days in the selected month)
daily (statistics displayed by all hours in the selected day)
