How to disable security administrator to change his/her own privileges

I have a requirement to create a security user how is responsible for create all the user/groups in Repository. I want to disable the Security user to change his or her own privileges. Is this possible in OBI Administration ?

I have done migration Discoverer Admin EUL Layer into OBIEE repository using below methodology.
Navigate to the <installdrive>\OracleBI\server\Bin directory. There are two important files in this directory: the migration assistant executable file named MigrateEUL.exe and a properties configuration file named MigrationConfig.properties.
Could you please help me how to migrate discoverer plus workbooks and worksheets into OBIEE Answers?

    While one of SSL's goals is to protect the transmission of data over networks through encryption, another goal is allow client and server applications to verify the integrity of their connections - by verifying that they are connected to whom the software claims to be. The client application (the browser as an example) does this verification by ensuring that the server site you've accessed in the URL, matches the fully qualified domain name (FQDN) in either the SubjectDN or the AlternateSubjectName extension of the digital certificate being used by the web-server to enable SSL. (Servers can also verify client software connections by asking for a client certificate; unfortunately 99.99% of web-sites do not use this little-known feature).
    If the server uses an SSL certificate called "mysecuresite.company.com", and you access the server as "mysecuresite" or with its IP address, you are, essentially, tripping on the very code in the SSL library designed to protect you - by throwing up a security alert about the site you've just accessed, which tells you that the site you've accessed does not match the name in the digital certificate.
    The simplest way to avoid the security alert is to use the FQDN of the web-server when you access the site. There are other complex ways of solving the problem, but the simplest is often the best. Besides, it will help to educate your users with this simple fact about SSL - you never know when this knowledge might be helpful to them.

    You can try going to Tools > Internet Options > Advanced and uncheck the box next to "Warn if changing between secure and not secure mode".
    And via the GP setting:
    Computer Configuration\Administrative Templates\Windows Components\Internet Explorer\ Turn off the Security Settings Check feature.

    That is not an option for Koreans...
    In Korea, most of commercial, financial, or governmental operations need to be done on the Internet. In early 2000's, IE could not support high security outside US due to US laws (that was stupid, but happened) , so Korean sites developed cryptography ActiveX
    controls to circumvent it. Korean government made laws to force all sites to use those kind of ActiveX controls at that time.
    A decade has passed, and now the stupid US law has been repealed. But the cryptography ActiveX industry has become so strong (probably bribing the high officers in the government), that all Korean sites are still using those kind of ActiveX controls. And
    you know, they require Windows and IE. Recently some sites started to support other browsers, but still the majority requires IE and ActiveX.
    So, if you live in Korea, you have no choice but to use IE on Windows to get things done, and almost all sites popup ActiveX installation dialogues constantly. If you do not change the security settings, when you approve the installation, the whole site
    refreshes. That is time-consuming and frustrating. 
    To keep my mental heath, I deal with all Korean sites in a virtual machine. To avoid the refresh problem, I have changed the security settings from "prompt" to "enable". The "Your security is at risk..." banner at the bottom
    of IE is surely annoying. I hope Microsoft let us either remove that banner or remove the support of ActiveX controls altogether.
