How to reorganize xml doc using xslt?

Question

Hi, guys:
I want to display verse before title for the following document:
xml document:
<poem>
<title>Paradise Lost</title>
<verse>Him thus intent <prop>Ithuriel</prop> with his spear</verse>
</poem>
I tried using xsl:value-of tag, but it does not change the order:
<xsl:template match="verse">
<fo:block font-size="10pt" font-family="Times">
<xsl:value-of select="."/>
</fo:block>
</xsl:template>
<xsl:template match="title">
<fo:block font-size="14pt" font-family="Times">
<xsl:value-of select="."/>
</fo:block>
</xsl:template>
<xsl:template match="prop">
<fo:inline font-style="italic">
<xsl:apply-templates/>
</fo:inline>
</xsl:template>
Any suggestions?
