I'm having trouble with my apt, suite, bldg on my account and it won't allow me to purchise songs, movies, tv shows, apps, ect., does anyone know how I can change it or get it to allow me to purchise anything again?

Change it on what way ? You can update the primary email address on an account by tapping on it in Settings > iTunes & App Store on an iOS device and signing into the account, via the Store > View Account menu option on your computer's iTunes or via http://appleid.apple.com
If you want to log out of the account so that you can log in with a different account then tap on it in Settings > iTunes & App Store if using an iOS device and sign out, or on a computer's iTunes use the Store > Sign Out menu option. Any content downloaded by the currently logged in account will remain tied to that account, so only that account will be able to redownload it and/or download updates to its apps

On your computer's iTunes you should be able to edit your payment info by going into the Store > View Account menu option and logging into your account, and on your account's details page there should be a payment link. If you are doing it on an iOS device (iPad, iPhone or iPod Touch) then you could try tapping on your id in Settings > Store (Settings > iTunes & App Stores on iOS 6+) and selecting 'View Apple ID' on the popup - that should also give you a payments link on your account's page.

As above.... how do you change the country of origin in the iTunes store when you already have a balance in another country, in my case the balance is $0.03. At the moment I can't change the country because of this balance and have attempted to zero it out, but no luck yet. Any suggestions?

We are fellow users here on these user-to-user forums, you're not talking to iTunes Support nor Apple - I've asked the hosts to remove your email address from your post (it's not a good idea to post personal info on any public forum).
The reset link on an account will only show if there is a rescue email address on it, alternate email addresses are different and not used for resetting them. If she has a rescue email address on her account then steps 1 to 5 half-way down this page will give you a reset link on the account : http://support.apple.com/kb/HT5312
Navigate to appleid.apple.com using your web browser.
Click "Manage your account"
When prompted, sign in using your Apple ID and password.
Click Password & Security
You'll be asked to answer 2 of your 3 security questions before you can make any modifications. If you are unable to remember your answers, you can choose to send an email to your rescue email to reset your security questions.
If she doesn't have a rescue email address (you won't be able to add one until you can answer your questions) then you will need to contact Support in your country to get the questions reset.

You can sync with one and only one computer at a time. Sycning to another will indeed erase the content from the ipod and replace with content from the new computer.
You should copy everything from the old computer to the new one.

I keep coming across issues related to this. (For what it's worth, I do not have a Mobile Me account.) I can change my e-mail address independently of my Apple ID, which IS NOT my e-mail address. I actually contacted Apple a couple of years ago because I was concerned that someone e-mailed me after playing tunes in my shared library at work. They did Get Info on a protected track and there was my personal e-mail address. I was able to change my ID (to be something other than my e-mail account) and keep my same account. I've read other posts where people say their ID must be an e-mail address, but for others this is not the case. I haven't been able to figure out the difference.
