It's a bad idea to post your IMEI number and I've asked the Hosts to remove it.
If the phone had been locked by the previous owner only he can unlock it, either by providing you with the passcode or by removing it from his list of devices.
If you are unable to contact the previous owner and get him to do this then I'm afraid your phone cannot be unlocked and is useless; there is no way round this.

iCloud requires OS X 10.7.2 or later, so you have to upgrade to OS X Mountain Lion or Lion.
First, see if your Mac is supported > http://www.apple.com/osx/specs If it's supported, open App Store and purchase Mountain Lion. While Mountain Lion is downloading, you can make a backup of your data.
When the download finishes, the installer will show up, so follow the steps to upgrade Mac OS X. After upgrading, you will be able to log in iCloud in System Preferences > iCloud.

The normal process is to request the unlock with the carrier. They process it and pass it on to Apple to be applied to the Apple's iPhone database. The carrier would then inform you when Apple has provisioned the unlock, and you would restore your iPhone as a new device in iTunes to apply the unlock (you would get a message at the end of that restore as new in iTunes indicating the unlock was successfully applied). You could then restore your iPhone from backup to get everything back as it was.
However, for some carriers, you seem to beed to complete the iTunes restore from within the country where they provide service. Regardless, have you tried restoring as new in iTunes to see if it processes any provisioned unlock request? Just be sure to backup the iPhone first, before restoring as new.

The fact is there might be another way to recover your lost iPhone files via iTunes on your Mac machine. This Mac utility is able to extract & restore iTunes backup files for your lost iPhone data. Not too many Mac users know that each time you sync data between your iDevice (iPhone, iPod, iPad) and iTunes, all previous records will be backed up by iTunes automatically and saved as (.sqlitedb) files. First check to be sure your comuter is 'Authorized'.
Plug in your device and select it from the 'Devices' list in iTunes.
You can manually manage the content from the Summary tab OR sync the tunes and other media from the other tabs (music, apps, photo's etc).
You can sync different content to different Devices from the same iTunes library. I have 2 iPhones, multiple iPods, multile iPads etc all on the same library with different content on each device.
