What do you mean by "documents"? Word or Pages files, spreadsheet files?
Also, on your device, in Settings>iCloud, you have to have an on/off setting for Docments&Data. If not what kinds of entries do you have on that screen?

Missing contacts:
Here's a test to perform - using a computer's browser, log into icloud.com and go to the Contacts page. If they are gone, then they are gone (must have done something wrong doing an upgrade or whatever).
If they show up, then the problem is that your device is not connecting to the Contacts database on icloud.
On the device, go to Settings>icloud. Be sure icloud is on and using the right ID. If not, scroll to the bottom of the page and tap Delete Account - this just disconnects the device from that account, no data is lost. Then log back in using the correct ID. ALSO - be sure the Contacts are turned on (on the same screen).
Note: Contacts are not part of an iCloud backup, since they are part of contacts database on iCloud's servers. So performing a restore will not help.

I am having a very poor battery life and I have a lot of apps, which I do believe its time to refresh the system so I thought about restoring my iPhone to a new iPhone, but I don't want to lose my contacts, they're very important; on my computer in the summary section of my iPhone I have the "Backup to this Computer" and not iCloud backup, and I read on apples site that restoring using iCloud will cause all the apps to start installing. I want a completely fresh OS without losing my contacts, how can I attain this? If not, is there a way to restore minimum amount of data rather than the whole OS? Thanks you for the help!

Please understand two very different uses of "iCloud" that will come up:
1. "iCloud" as you use it above is a source of an iPhone backup. The iCloud backup of an iPhone does not contain contacts. Here is what it does contain:

2. "iCloud" can be used to house (not back up) your coontacts, just as it can be used to house your calendar, notes, etc.
So, my suggestion is you restore your iPhone as a new iPhone, but first, save your contacts in iCloud. Once your contacts are saved there, you can retrieve them by simply going to Settings > iCloud and turning on Contacts.

My phone froze up the other day so I reset it. held down the 2 buttons...I've done this many times before and not lost any data. But this time, when it came back up, all of my contacts were gone. Then it automatically synced with Verizon Backup assistant which actually deleted all of my contacts there too rather than putting the saved one's on to my phone....so much for a "back up". The good news....my contacts are on icould...I just don't know how to get them back onto my phone? I know someone is smarter than me. You re-sync them by setting up your iCloud account under Settings>Mail, Contacts, Calendars, and turning on the 'contact sync', assuming that's what you were syncing them with before. If you were not syncing them with iCloud (syncing is NOT the same as backing up), then you will have to re-sync them from whatever you were syncing them with.

When restoring an iPhone from the backup, the current backup being used is selected by default. If a previous backup is avaialble, you can select it from the pop-up where the current backup selected by default is located.
Contacts should be available in a supported address book app on your computer for a number of reasons with this being one of them. If so, the contacts would be transferred from the address book app on your computer without having to restore the iPhone with iTunes and in then event there is a problem with the backup in regards to this data. If the iPhone were lost or stolen or damaged and not usuable, your contacts would be available as well or syncing with another phone in the event the iPhone was not replaced with another, etc.

Documents do not get lost, they do get deleted. If you deleted - you need to look for local back up.
If you "lost" you need to check if they still in the cloud at icloud.com
