VijayWhat amount shows on the email receipt and/or on the purchase history on your account (Store > View My Account menu option on your computer's iTunes, Store > View My Apple ID on iTunes 11) ? And did you add or change the credit card details on your account at the same time as purchasing the app ? If you did add or change them then you may have received a temporary store holding charge as described on the page that you posted from, which should disappear off your card within a few days (the time varies by bank/card company).
If you didn't add or change the card details then you can contact iTunes support via this page : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption -

My wife and I both have MacBooks (I have MacBook Pro and she has Air) and both are associated with my apple ID since I bought them. However, this means that Safari is linked for both her and I as well as our contacts etc. Can I still use mine ID for apps for her but associate hers with her own ID that I have yet to make?
Well with the MS Hotmail/Outlook.com account that is hard. But she should be able to link all of it to the iCloud system using her Apple ID.
I suggest you do a Google search for "link contacts, Calendars, iMessage with iCloud".
For some stupid reason MS has limited the syncing/linking of only emails and Notes with the Hotmail/Live Mail/Outlook.com system.
They have not included any Exchange features for syncing all that info. That is unless you are using Outlook 2013 and that is only for Windows. -

There are two different versions of PS Touch that, even though they are similar in function, serve different form factors. One is for tablet (landscape orientation) and one is for phone (portrait).
I guess one could argue why Adobe didn't make it so that orientation didn't matter and would adjust accordingly (a la SketchBook Pro) but you'd have to ask the developers that. -

Uh, no. There's no, uh, "legal" way <edited by host> to get any paid apps for free, unless the devs choose to make that app free for a day.
You could find an app, like FreeAppaDay which will ask some devs to make an app free for a day, and you can check the FAAD app to see what apps are free. -
