    What app do you want to uninstall? If it's an app that is provided by the installation of OS X, e.g. Safari, Reminders, Notes, Mail, etc. - there are many others - they shouldn't be uninstalled.
    If it is an app that was downloaded from the Mac App Store, in Launchpad click and hold its icon until it jiggles. Click on the 'x' in the corner to delete it.
    If it's an app that was installed using an installer program it is always best to see if an uninstaller is available from the developer of the app (there is often an uninstaller bundled in with the installer package).
    Other third party apps that are simply drag-installed into the Applications folder - like Skype, for example - can be just dragged to the Trash and will be deleted when the Trash is emptied.

    The apps are always accessible in iCloud in the event that you want to download them again. If you have deleted them from your iPad then what's the problem?

    I use a  Citrix plug in program with Safari to log into a VPN Hospital network.  I downloaded an older plug-in that apparently is not supported in Mountain Lion. I moved it to the trash and emptied the trash. I then tried to reinstall the plug-in and my computer said it was already installed AND that the plugin only works with OS X ? Is this a glitch? Just want to clean up my hard drive.
    PS the older plugin works with OS 10.7.4?  Should I dare go backwards with my OS to gain Acess to the VPN of the hospital network? Or just wait?

    If you still have the installer file and it comes in a .pkg or .mpkg format that's run by the Installer app, you can use the shareware Pacifist utility. It will let you dissect the installer file so you can determine where each little bit of code or data ended up and be able to wipe them all out.

    The other guys covered it pretty well, but I will add that if you drag an app to the trash, it probably will leave behind pref files that may or may not be corrupted and possibly cause problems later. For this reason, whenever I drag an app to the trash, I use Spotlight to find any files that the app might have left behind.

    This is my first time using a Mac, so I'm still learning how everything works. It took me a while to discover you had to drag programs to the "Applications" folder to install them.
    How would I uninstall a program? Is it a simple matter of dragging the program to the "Trash", or is it more involved like it is on Windows?

    For a few applications, to completely eradicate them you can do spotlight searches to find helper applications associated with the app you're trying to fully delete. For instance, if you want to get rid of Photoshop, there are a few of updater programs and internet plugin files that are associated with photoshop that you'll have to search for (or find some other way) and uninstall. Luckily, most apps bundle the helper programs in them (such as iTunes and the iTunesHelper app) so if you delete the main application, all the others go with it. I love that OS X can have very complex applications all wrapped up in one package instead of requiring uninstallers. However, for system enhancing utilities (preference panes, etc) the apps have to bury plugins and extensions in the system folders, but as folks mentioned these usually come with uninstallers.

    Are you unable to uninstall it from the app manager in the main settings menu?  How about long pressing the app in the app drawer and dragging up to the notification bar?  Does the app have a phone admin property checked in Settings-Security-Phone administrators?  Sometimes, if it does, apps will not uninstall until unchecked.
